In a national address the previous day, President Yoon pointed to the Election Commission's poor election management as a key reason for his declaration of martial law. He said, "In the second half of last year, there were hacking attacks from North Korea targeting constitutional institutions including the Election Commission and government agencies," adding, "While all other institutions agreed to have the National Intelligence Service inspect their systems under their supervision, the Election Commission, citing its status as a constitutional institution, firmly refused." He further stated, "When National Intelligence Service personnel attempted hacking as hackers, data manipulation was entirely possible, and the firewall was practically non-existent," and added, "How can the public trust election results when the computerized system managing elections, the core of democracy, is so flawed?"
In response, the Election Commission issued a statement the same day criticizing, "This is nothing less than self-denial of the election management system that led to his election as president." It continued, "Through the president's recent address, it has been clearly confirmed that the unauthorized occupation of the Election Commission building by martial law troops and the attempt to seize computer servers, which have no basis in the constitution or law, are unconstitutional and illegal acts."
