Maintenance Plan Passed Seoul City Urban Planning Committee Review
Constructed in 1985, Shintong Planning Fast-Track Promotion
Significant Improvement in Project Feasibility Including Floor Area Ratio Incentives
The aging Guro Useong Apartment in Guro-gu, Seoul, completed in 1985, will be reconstructed into 552 households.
On the 26th, the Seoul Metropolitan Government held the 12th Urban Planning Committee Rapid Integration Planning Maintenance Project and Authorization Subcommittee, and announced on the 27th that the “Designation of Guro Useong Apartment Reconstruction Maintenance Area and Maintenance Plan” containing this content was approved with modifications.
The Guro Useong Apartment complex located at 23 Guro-dong currently consists of 3 buildings with 344 households and is a station-area complex within walking distance of Sindorim Station on subway lines 1 and 2.
This apartment passed the maintenance plan review more than one year faster than general maintenance projects through the “Rapid Integration Planning Fast Track.” It applied for the rapid integration planning advisory project in December last year and underwent rapid integration planning advisory in March. In July of the same year, it went through the maintenance plan drafting process including public inspection by residents and hearing opinions from the district council, and was submitted to the Urban Planning Committee (Authorization Subcommittee).
The 552 households of the multi-family housing include 17 donated households and 52 public housing units. The building coverage ratio was decided to be below 50%, and the floor area ratio below 300%. The final building plan will be confirmed through the architectural committee review.
This review significantly improved project feasibility. A project feasibility correction coefficient was applied according to the “2030 Urban and Residential Environment Maintenance Basic Plan.” The correction coefficient for the target site was calculated as 1.43, raising the allowable floor area ratio incentive from 20% to 28.6%. Also, according to the “Operation Standards for Floor Area Ratio Incentives for Public Facilities Donation,” the basic construction cost under the price ceiling system was applied to public rental housing, increasing the number of saleable households by 12 compared to the public inspection plan (from 441 households to 453 households).
Han Byung-yong, Director of the Housing Office of Seoul City, said, “With the approval of the revised maintenance plan for the Guro Useong Apartment reconstruction project, the aging residential environment within the Guro-Sindorim residential living area will be improved,” and added, “We will continue to strive to revitalize maintenance projects and expand housing supply through the rapid integration planning advisory project.”
