Review of 'Success Cases' Including Sunlight Pension
The Policy Research Group on Local Autonomy and Decentralization of the Jeonnam Provincial Council recently announced on the 26th that it conducted on-site activities by visiting Mokpo City and Sinan County.
This on-site activity was carried out by the Policy Research Group on Local Autonomy and Decentralization, consisting of 10 members including Assemblymen Park Won-jong, Seo Dong-wook, and Jeon Kyung-sun, to explore practical policy directions for strengthening local autonomy and addressing regional issues.

They first reviewed successful cases of local autonomy, focusing on Sinan County’s ‘Sunlight Pension’ project, which shares profits from solar power generation with residents. In Mokpo, they held a meeting with the Residents’ Autonomy Committee to discuss ways to revitalize local self-governance. During the meeting, the committee members presented various opinions on resolving regional issues and conflicts and actively requested support.
The Policy Research Group on Local Autonomy and Decentralization evaluated, “The Sunlight Pension is a system that shares profits gained from solar power generation with residents,” adding, “It is an innovative policy that secures residents’ economic benefits while simultaneously promoting the spread of renewable energy.”
Assemblyman Park Won-jong stated, “The Sunlight Pension is an exemplary model that provides tangible benefits to residents by utilizing local resources, but securing residents’ acceptance and resolving conflicts caused by transmission lines, which are essential conditions for the project, are prerequisite tasks,” and added, “If these issues are resolved with residents’ consent and such policies spread, the quality of life for residents and the sustainability of the region will greatly improve.”
Assemblyman Park also said, “This on-site activity served as an opportunity to concretize the direction of local autonomy through resident participation and profit sharing,” and added, “The Provincial Council will do its best to reflect residents’ voices in policies and bring about practical changes.”
