Proposal to Establish Park Golf at Balsan Park in Yang 3-dong
Gwangju Seo-gu Council member Kim Su-young (Yangdong, Yang 3-dong, Nongsung 1-dong, Nongsung 2-dong, Hwajeong 1-dong, Hwajeong 2-dong) raised the following issues during a 5-minute free speech at the 1st plenary session of the 326th extraordinary meeting on the 18th: ▲ Nongsung 1-dong urban regeneration project ▲ Proposal for regional establishment of dementia safety centers ▲ Restriction on the creation of a park golf course in Balsan Park.
Councilor Kim stated, “Since the Nongsung 1-dong urban regeneration project was selected as a Ministry of Land, Infrastructure and Transport public contest project in 2018, there has been no progress,” adding, “The ‘Sangnok Cherry Blossom Village Management Cooperative,’ which should be actively operating after receiving final approval from the Ministry of Land in 2022, is facing a difficult situation with no base space and all operating funds exhausted that should have been executed upon forming the cooperative.” He urged for countermeasures.
Kim also said, “According to data from the Central Dementia Center, the estimated number of dementia patients aged 60 and over has exceeded 1 million, with Seo-gu estimated at 4,937,” and argued, “As the construction of a ‘public dementia-specialized complex nursing facility’ mentioned in previous district administration questions and 5-minute speeches has become difficult, a more efficient approach is the ‘regional establishment plan of dementia safety centers utilizing idle spaces.’”
Furthermore, Councilor Kim added, “Recently, a special adjustment grant of 500 million KRW was used to add 9 holes to the existing Cheonbyeon Park Golf Course in Deokheung-dong, which will partially meet the demand for park golf courses, but I propose creating one in Balsan Park, Yang 3-dong, as part of Gwangju city’s financial park projects.”
