Jung Joon-ho: "Underutilization of Integrated Underground Space Map" Assemblyman Jeong Junho

Jeong Jun-ho, a member of the Democratic Party of Korea representing Gwangju Buk-gu Gap, pointed out the lack of usability and issues in the advancement process of the 'Integrated Underground Space Map' during the Korea Land and Geospatial Informatix Corporation (LX) audit on the 16th.


At the National Assembly audit held that morning, Rep. Jeong stated, "Since 2015, the Ministry of Land, Infrastructure and Transport has been promoting the construction project of the integrated underground space map, but since 2017, information on underground facilities in the eight major metropolitan cities has not been properly updated," adding, "Although the integrated underground space map is an essential tool for urban planning and safety management, there are practical difficulties in its use due to inconvenient procedures and institutional shortcomings."


In particular, the issue of the increasing use of shallow-depth construction methods at underground construction sites was also addressed as a major concern. While shallow-depth construction methods have the advantage of reducing construction costs and duration by working at shallow depths, the lack of linkage with the integrated underground space map could increase the possibility of safety accidents.


Rep. Jeong argued, "Shallow-depth construction methods conducted at depths of 5 meters or less should also be included within the scope of application of the integrated underground space map to strengthen safety."

He also pointed out that the number of cases providing the integrated underground space map has not increased over the past four years. Referring to the significant decrease in the provision of data and paper drawings, Rep. Jeong said, "The current system mandates the use of the integrated underground space map only for excavation work of 10 meters or more, resulting in poor provision performance."


Rep. Jeong emphasized, "Institutional improvements and advancement are needed for the practical use of the integrated underground space map even at construction sites below 10 meters," and urged, "Since the integrated underground space map is an important infrastructure for safe and efficient urban development and disaster response, the Ministry of Land, Infrastructure and Transport and LX should prepare concrete measures to enhance its utilization through this audit."
