Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) is undertaking school facility improvement projects to create a pleasant educational environment and support specialized education programs for nurturing future talents.


According to Goyang City on the 2nd, the city annually collaborates with the Gyeonggi Provincial Office of Education (Goyang Education Support Office) to improve aging school facilities as part of a school environment improvement cooperation project. The city also implements a facility-sharing system that opens school facilities such as gymnasiums and parking lots to residents, providing convenience. Diverse programs are supported for field-centered experiential education and career exploration, and the city plans to develop a regionally specialized education model as an education development special zone.


Mayor Lee Dong-hwan of Goyang Special City stated, “We will continuously support the improvement of educational infrastructure so that students can learn and realize their dreams in a pleasant environment. Through specialized education programs in advanced 4th industrial revolution technologies, media, and content, as well as the establishment of education development special zones, we will nurture future-oriented talents.”

Goyang Special City has been promoting school environment improvement projects annually in cooperation with the Gyeonggi Provincial Office of Education (Goyang Education Support Office).


The school environment improvement project aims to provide students with a pleasant learning environment by renovating aging school facilities and reinforcing disaster-risk facilities. The project costs are shared equally by Goyang Special City and the Gyeonggi Provincial Office of Education, with 5.2 billion KRW provided to 46 schools in 2023 and 3.8 billion KRW to 32 schools in 2024.


Last year, renovation projects were completed at 46 schools, including walkway paving at the main gate of Hwasu Middle School, floor and stair repairs at the annex building of Hyunsan Middle School, and replacement of aging entrance doors at Goyang Songsan Middle School. This year, 32 projects urgently improving student safety were prioritized, such as replacing the aging sunshade at Jeodong Elementary School, replacing heating and cooling systems at Hwajeong High School, improving heating and hot water facilities at Holt School, and replacing aging elevators at Baekma Elementary School. Currently, 8 schools have completed their projects, and the remaining 24 are scheduled to finish by the end of February next year.


Before budgeting, a demand survey is conducted for each school, and project department officials inspect the sites. Then, through priority selection and review by the Education Development Deliberation Committee, the final support decision is made. In 2025, following the 8th elected administration’s “3 Safety” policy (Safety, Security, Stability), the city plans to prioritize citizen safety by supporting vulnerable and aging school facilities first.


Sharing school gymnasiums and parking lots with local residents... Expanding convenience facilities


The city promotes a school facility sharing system to foster mutual growth between the community and schools.


The Goyang-style school facility sharing system allows sharing of school gymnasiums, parking lots, and other facilities with local residents within the scope that does not interfere with educational activities, providing opportunities for cultural and sports activities. Opening school facilities for public use is expected to expand convenience facilities available to citizens and efficiently utilize budgets without redundant investments in large-scale facilities.


Up to this year, a total of 14 elementary, middle, and high schools have signed agreements and are participating in the school facility sharing project. The opened school facilities include 8 gymnasiums, 6 parking lots (180 spaces), and 1 library. Gymnasiums can be used after school on weekdays and in the mornings and afternoons on Saturdays and public holidays, while parking lots are available from 6 p.m. to 8 a.m. the next day.


The city actively supports school facility improvements that cooperate with the local community and strives to create schools where students and citizens can use facilities safely. Schools participating in the facility sharing system will receive additional points when applying for environment improvement projects, with priority reflected starting in 2025.

Support for experiential specialized education such as Onmaeul Happy School


The city supports various specialized education programs from multiple angles to nurture future talents equipped with character and capabilities.


Programs such as ‘Onmaeul Happy School,’ which provides experiential education in various fields like history, culture, arts, and ecology outside the school, and ‘Creating a Peaceful School Culture,’ which addresses character and emotional regulation during sensitive adolescent periods, are supported. Additionally, the city implements unique education policies such as the ‘Community-linked Project,’ which cooperates organically with the local community and conducts classes with local instructors on regional themes, and the ‘Career and College Pathfinding’ project, which helps youth explore career paths beyond exam-centered education.


Especially this year, with Goyang Special City selected for the pilot project of the Education Development Special Zone, efforts to nurture local talents will be intensified. The pilot project is expected to foster excellent local talents and improve local living conditions, creating opportunities for regional development through education. The city plans to collaborate with the education office, universities, and local companies to develop a unique education model for Goyang, innovate public education in the region, and establish a virtuous cycle linking education and jobs.


Furthermore, the city is preparing to apply for the designation of a new Gyeonggi Science High School by forming a consortium with the Goyang Education Support Office. The autonomous public high school 2.0 project is also awaiting final selection in October. Goyang City aims to build a solid educational infrastructure to meet high educational demand.
