First Implementation of Permit System Since April 27
Gangwon-do to Continue Related Guidance Until October 4
Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced on the 13th that owners of dangerous dogs in Gangwon Province must obtain a permit for raising dangerous dogs from Gangwon Province by October 27, regarding the 'Dangerous Dog Breeding Permit System' which was first implemented on April 27 this year. The types of dangerous dogs include Tosa Inu, (American) Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, and their mixed breeds.
Accordingly, owners of dangerous dogs in Gangwon Province must register their animals, subscribe to liability insurance, and perform neutering surgery before applying for a breeding permit from the governor. The governor will conduct a temperament evaluation of the applied dangerous dogs and make the final decision on whether to grant the breeding permit.
In this regard, the provincial and municipal governments plan to provide guidance to owners of confirmed dangerous dogs on the application procedures for the dangerous dog breeding permit, payment methods for the temperament evaluation fee (250,000 KRW per dog), and related penalties by October 4. If a dangerous dog is raised without a permit, the owner may face imprisonment for up to one year or a fine of up to 10 million KRW.
Ahn Jae-wan, Director of the Animal Quarantine Division of Gangwon Province, emphasized, “To prevent safety accidents such as dog bites and to establish a responsible companion dog-raising culture, we urge dangerous dog owners to participate in the Dangerous Dog Breeding Permit System.”
