Declared Determination in Inaugural Speech on the 16th
Yoo Sang-im, Minister of Science and ICT, announced in his inaugural speech on the 16th that he will work on fostering the AI advanced technology industry and improving the R&D system structure.
On this day, Minister Yoo expressed his ambition, saying, "We will devote ourselves to securing global leadership in the three major game-changer technology fields: AI, semiconductors, advanced bio, and quantum."
In particular, in the AI field, he pledged to enhance AI and digital service development, infrastructure competitiveness, and regulatory innovation to become one of the AI top three countries (G3).
He revealed his intention to do his best in fostering the AI industry and public-private cooperation through the enactment of the Basic AI Act and the National AI Committee.
He stated, "In the advanced bio field, we will expand investment in nurturing digital bio, which combines bio, AI, and big data, and in building synthetic biology infrastructure such as bio foundries."
He also said, "To lead the quantum era, we will secure core technologies such as quantum computing, communication, and sensing at an early stage and establish the foundation for the quantum industry."
Regarding the recently controversial R&D budget, he said, "We will transform it into a leading investment portfolio for securing national strategic technologies, discovering future growth engines, global joint research, and talent development."
He conveyed his intention to expand global R&D and to abolish the preliminary feasibility study system to promptly support the R&D budget.
Minister Yoo emphasized the importance of expanding scholarships for outstanding science and engineering university students and creating an environment where graduate students in science and engineering can focus on research.
He also stated that he will ensure that the voices from the science and technology field, including fostering science and engineering, are reflected in science and technology policies by strengthening initial support for young researchers.
He expressed his determination to enable the public to enjoy high-quality communication services and digital technology benefits and to work on creating a safe and reliable digital environment.
