In April, as the president-elect of the KMA, President Lim claimed that the Ministry of Health and Welfare's pilot project to provide insurance coverage for herbal decoctions wastes the National Health Insurance budget and argued that the government promoting this project is helping a specific Korean medicine hospital seek profits.

At the time, he stated, "The Ministry of Health and Welfare must clearly explain whether this measure is intended to maximize the profits of Jasaeng Korean Medicine Hospital, which is related to Lee Won-mo, who is rumored among the public to be involved," thereby allegedly damaging the reputation of Jasaeng Korean Medicine Hospital. Lee Won-mo, Secretary for Public Service Ethics at the Presidential Secretariat, is the son-in-law of Shin Joon-sik, honorary chairman of the Jasaeng Medical Foundation. President Lim claims that the government promoted the policy for the benefit of this secretary’s family.
