A key official from the district office said, "There are several unclear aspects in this personnel appointment," adding, "I don't understand what the meaning behind it is."
A fair and predictable personnel culture must be established so that employees can focus on their work.
However, it is also true that there are internal complaints suggesting that a specific individual may have strongly intervened in this personnel appointment.
