Songpa-gu Partners with SH Corporation to Build Complex Facilities for Residents

The site of the former Seongdong Detention Center is set to undergo transformation, starting with the construction of a complex facility for residents.
To this end, Songpa-gu (Mayor Seo Gang-seok) signed a basic agreement for business promotion with Seoul Housing and Communities Corporation (hereinafter SH Corporation) on the 18th.
According to this agreement, the district and SH Corporation will create a resident communication hub facility within the public contribution area of the entire former Seongdong Detention Center site. SH Corporation, as the project implementer, will construct the facility as a building and then transfer it to Songpa-gu, which will be responsible for administrative support such as establishing the basic plan and obtaining permits for the facility to be created.
Starting with the signing of the agreement, the plan is to hold a design competition and complete the basic design within this year, followed by detailed design and groundbreaking next year, aiming for completion in the first half of 2027.
The resident communication hub facility will be developed as a complex facility equipped with essential living SOC, including a library, Kiwoom Center, health clinic, and the relocation of Garak 2-dong Community Service Center, addressing the area's shortage of such amenities.
In particular, the two organizations plan to expedite the project so that the resident communication hub facility can be operated before the move-in of the ‘Songpa Creative Innovation Public Housing’ scheduled to be built on the detention center site.
Through this, residents who have endured various hardships due to the Seongdong Detention Center for over 40 years will be supported to receive high-quality administrative services in a pleasant environment at an earlier date and further enjoy the benefits of diverse leisure activities.
Additionally, the district expects the area around the site to develop into an administrative and cultural complex center in connection with the former Seongdong Detention Center site, as the ‘Ogeum District Unit Plan Decision’ is forthcoming.
Seo Gang-seok, Mayor of Songpa-gu, stated, “The creation of this resident communication hub facility will be welcome news to Songpa-gu residents who have been waiting for the development of the former Seongdong Detention Center site. We will work closely with SH Corporation to create substantial facilities entirely for the residents and do our best to ensure the area transforms smoothly into a premium residential complex.”
The ‘Former Seongdong Detention Center Site Development’ project is planned over a total area of 78,758㎡ and includes 1,150 public housing units promoted by SH Corporation, office facility sites, youth education complex facility sites, cultural and sports complex facility sites, and resident communication hub facility sites.
