Boryeong City Requests Submission of Closure Implementation Plan from Edible Dog Breeding Farm Owners

Operation Status Must Be Reported by May 7

In the future, owners of dog farms for consumption, as well as slaughtering and distribution merchants, will be fined if they fail to report a closure implementation plan to the relevant local government.

Boryeong City, Chungnam Province, announced on the 8th that owners of dog farms for consumption, slaughtering and distribution merchants, and food service establishments (general restaurants) must report their operational status, including facilities and business details, to the Livestock Division, public health center, or the relevant eup/myeon/dong administrative welfare center by May 7. Additionally, a closure implementation plan must be submitted by August 5.

The Ministry of Agriculture, Food and Rural Affairs promulgated the "Special Act on the Termination of Dog Breeding, Slaughtering, and Distribution for Consumption Purposes" (commonly known as the Special Act on Ending Dog Consumption) on February 6.

The special act prohibits the establishment or additional operation of facilities that breed, slaughter, distribute, or sell dogs for consumption, and after a three-year grace period, from February 2027, production and sales are banned.

Accordingly, dog consumption farm owners and distribution and sales business owners who fail to report within the deadline will be fined up to 3 million KRW. They will also be excluded from full-time or closure support programs, and their business premises will be immediately closed.

The city plans to visit the reported business sites to verify operational status and issue confirmation certificates. It will also continuously monitor compliance with the implementation plan until closure.

A city official requested, "As the special act to end dog consumption has been enacted in line with the shift toward an animal welfare society, we ask farms and business owners in related industries to cooperate by submitting the relevant documents within the deadline."
