Yongin City Designates 127㎢ as 'Growth Management Planning Zone'... 21% of Total Area

Systematic Management of Planned Management Areas and Natural Green Zones
Incentives for Floor Area Ratio and Building Coverage Ratio upon Road Securing and Compliance

One-fifth of the area of Yongin City, Gyeonggi Province, has been designated as a 'Growth Management Planning Zone.' If mandatory and recommended requirements such as securing roads are met within the Growth Management Planning Zone, incentives such as floor area ratio and building coverage ratio will be provided.


On the 8th, Yongin City announced that on the 7th it had promulgated the '3rd Growth Management Plan,' which designates approximately 127㎢ of non-urbanized areas such as planned management zones and natural green zones as Growth Management Planning Zones.

The 'Growth Management Plan' is a system established to induce planned development and systematic management in non-urbanized areas where development pressure is high and indiscriminate development is expected. Due to the amendment of the Enforcement Decree of the National Land Planning and Utilization Act, from last month, if a Growth Management Plan is not prepared in planned management zones, the establishment of factories or manufacturing facilities will be restricted.


The area designated by Yongin City as Growth Management Planning Zones this time accounts for 21.5% of the city’s total area of 591㎢. Previously, in November 2019, 7.6㎢ in the Suji District was designated, and in 2021, 20.12㎢ in Giheung District and Cheoin District were designated as Growth Management Planning Zones. The newly designated Growth Management Zones this time are concentrated in Cheoin District, which is relatively less urbanized. Existing Growth Management Planning Zones were also reorganized and included in this 3rd promulgation.


In this 3rd Growth Management Plan, the road planning line, which was 6 to 8 meters, was changed to 8 meters to secure pedestrian space and ensure smooth vehicle traffic. A new provision was also established to secure an additional 10% of parking facilities to reduce traffic congestion or accidents caused by indiscriminate parking on roads.


Within the Growth Management Planning Zones, if mandatory requirements and recommended uses such as securing roads, building placement and form, and securing buffer spaces and landscaping areas are followed, incentives for floor area ratio and building coverage ratio will be provided. For building coverage ratio, the limit is relaxed by 10 percentage points from 20% to 30% in natural green zones, and from 40% to 50% in planned management zones. For floor area ratio, a 25 percentage point incentive (from 100% to 125%) is provided in planned management zones.


A city official said, "We expect more systematic development through the establishment of this Growth Management Plan," and added, "We will continue to work to prevent indiscriminate development and build a pleasant urban environment."
