Strengthening Safety Inspections of Rebar Placement in Basement Levels

Yongin City in Gyeonggi Province announced on the 16th that it will strengthen construction safety management at each stage to improve the construction quality of apartment complexes and prevent poor construction.

The city plans to conduct an additional review of structural safety before the start of construction, in collaboration with professional technicians, including verifying the appropriateness of the design and its consistency with structural documents (such as drawings).

During the construction phase, the number of inspections by the apartment quality inspection team will be increased, and the consistency of rebar placement on standard floors with the design drawings will be checked.

Inspections of rebar placement on basement floor slabs will also be added. The city has imposed a condition on project approval requiring regular safety inspections after the completion of basement slab rebar placement in the safety management plan to verify its appropriateness.

Contractors will be required to submit videos of key processes, including the foundation, basement slab, roof, and rebar placement on five above-ground floors, which will be reviewed during the usage inspection.

Previously, the city completed safety inspections of all 20 apartment construction sites under construction within the jurisdiction last year and participated in the Ministry of Land, Infrastructure and Transport's 'Comprehensive Survey of Apartment Complexes Adopting Flat Slab Construction Method' to focus on inspecting the quality of structural components.

A city official stated, "We have decided to strengthen safety management in apartment construction to alleviate citizens' anxiety caused by major accidents and to prevent poor construction," adding, "We will continue to make efforts to improve the construction quality of all apartment construction sites within the jurisdiction."
