Guaranteeing Lifelong Learning Rights and Promoting Social Participation for Persons with Disabilities

Kim Tae-hoon, a member of the Suncheon City Council in Jeollanam-do (The Democratic Party, Jogok·Deokyeon), who was the chief proposer, had the "Suncheon City Ordinance on Support for Lifelong Education for Persons with Disabilities" finally approved at the 3rd plenary session of the 2nd regular meeting of the 273rd session on the 20th.

According to Councilor Kim, this ordinance "was prepared to guarantee the lifelong learning rights of persons with disabilities and promote their social participation by stipulating matters related to support for lifelong education necessary for the daily life, social, vocational, leisure, and cultural activities of persons with disabilities, thereby realizing a healthy welfare society."

Looking into the ordinance, the main contents include △establishment of support plans △installation and operation of lifelong education facilities for persons with disabilities △support and consultation for projects △awards and establishment of cooperative systems.

In particular, it provides conveniences to ensure that there are no difficulties in accessing and using facilities by considering the gender, type and degree of disability, and characteristics of persons with disabilities.

Councilor Kim Tae-hoon said, "With the proposal of this ordinance, we expect to lay the groundwork to provide persons with disabilities with high-quality lifelong education and opportunities for social participation, contributing to resolving educational blind spots," and added, "I will continue to look after the lives of citizens so that no marginalized groups are left behind."
