First, the Ministry of the Interior and Safety announced that to prevent any disadvantages to citizens caused by the system outage, payment deadlines for public civil complaints such as payments and reports handled at community centers will be extended until the outage is resolved and payments can be made. This is in accordance with Article 16 of the Administrative Procedures Act, which states, 'If the party or others are unable to meet a period or deadline due to reasons not attributable to them, the progress of the period shall be suspended until the reason ends.'
Additionally, they said, "For civil complaints requiring immediate processing upon receipt, such as fixed dates, the civil service offices will first accept them manually and then process them retroactively as of today," and "Furthermore, for other inconveniences caused by today's network outage, measures will be taken in cooperation with relevant agencies to ensure no inconvenience or disadvantage occurs depending on the case."
Earlier this morning, errors such as authentication issues occurred in 'Saeol,' the dedicated administrative network used by local government officials nationwide, causing delays or suspensions in on-site civil service work. Along with this, Government24's service was also suspended, effectively paralyzing the issuance of civil documents at public institutions both online and offline.
The servers and network equipment for the administrative network 'Saeol' and Government24 are located at the National Information Resources Service of the Ministry of the Interior and Safety in Daejeon Metropolitan City. The Ministry has deployed dozens of related officials and network equipment company staff to carry out recovery work.
The Ministry of the Interior and Safety stated, "We will do our best to promptly restore the system outage and resolve the inconvenience."
