South Korea, the United States, and 46 other countries have joined a political declaration to act responsibly when applying artificial intelligence (AI) technology in the military sector.
On the 13th (local time), the U.S. Department of State announced that 46 countries, including South Korea, Germany, France, the United Kingdom, and Japan, have joined a political declaration to use AI responsibly when applied militarily. China, Russia, and North Korea were not included in this declaration.
The State Department introduced this groundbreaking initiative as including 10 specific measures guiding the responsible development and use of AI and "autonomy" in military applications. Here, autonomy refers to AI’s independent judgment and operational systems without direct human intervention.
The State Department emphasized that this declaration is "an important step in creating an international framework of accountability that enables countries to mitigate the risks of AI while harnessing its benefits."
Additionally, the State Department explained that this declaration lays the foundation for ongoing dialogue surrounding the responsible military use of AI, including sharing best practices among countries, expert-level exchanges, and capacity-building activities.
According to the State Department, other countries participating in this declaration include Albania, Armenia, Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, Georgia, Greece, Hungary, Iceland, Ireland, Italy, Kosovo, Latvia, Liberia, Libya, Lithuania, Luxembourg, Malawi, Malta, Montenegro, Morocco, the Netherlands, North Macedonia, Portugal, Romania, San Marino, Singapore, Slovakia, Slovenia, Spain, Sweden, and T?rkiye.
