On the 9th, the National Police Agency's National Investigation Headquarters announced that at the superintendent and team special promotion review committee held the previous day, they selected Superintendent Gwak Je-jun of Daejeon Yuseong Police Station as a candidate for superintendent special promotion, along with 20 members from five teams. This is the first time in police history that special promotions have been conducted at the superintendent and team level.
Until now, the National Police Agency has been working to establish a "team leader-centered investigation system," shifting from investigations conducted by individual investigators to investigations conducted by entire teams, in order to meet public expectations for investigation quality. This system enables team leaders, whose investigative capabilities and commitment have been verified, to work together with their team members to demonstrate their abilities.
The special promotion review committee was held for a total of 16 investigation teams selected through evaluations by each department and bureau of the National Investigation Headquarters, based on recommendations from police agencies across cities and provinces nationwide. Unlike the usual review committee format, the event was conducted as a competition where team leaders directly presented their teams' achievements using PPTs, videos, and other materials, observed by over 60 attendees from the National Police Agency, city and provincial police agencies, and police stations.
Woo Jong-su, head of the National Investigation Headquarters, personally chaired the review committee, which included external members such as legal professionals, professors, and journalists. After the evaluation, five teams with outstanding achievements were selected. As a result, a total of 20 individuals (3 superintendents, 4 senior inspectors, 6 inspectors, 6 sergeants, and 1 police officer) were recommended for special promotion, including three superintendent-level promotions.
From December 2017 to last April, the Anti-Corruption and Economic Crime Investigation Team 6 of the Chungnam Police Agency, led by Inspector Ahn Jeong-yeop (team leader), who arrested 44 call center members responsible for 5,439 voice phishing crimes impersonating prosecutors and Financial Supervisory Service employees, extorting 150 billion won from 1,891 victims, and detained 12 of them, was selected as a candidate for special promotion along with four team members.
Additionally, the Traffic Investigation Team 1 of the Traffic Division at Uijeongbu Police Station in Gyeonggi Province, the Women and Juvenile Investigation Team 1 of the Women and Juvenile Division at Ansan Danwon Police Station in Gyeonggi Province, the Violent Crime Investigation Team 1 of the Criminal Division at Dongnae Police Station in Busan, and the Cybercrime Investigation Team of the Investigation Division at Daejeon Yuseong Police Station were also selected as candidates for special promotion.
Yoon Hee-geun, Commissioner of the National Police Agency, plans to hold an appointment ceremony soon for the superintendent and team special promotion candidates, with their families and colleagues in attendance.
