30 Ulsan Jeonse Fraud Victims to Receive Relief

Ulsan City Application → Final 'Victim' Decision by Ministry of Land, Infrastructure and Transport

Thirty victims of jeonse fraud in the Ulsan area have been able to receive relief.


On the 28th, Ulsan City announced that according to the Special Act on Support for Jeonse Fraud Victims and Housing Stability, which was implemented in June this year, 30 tenants in Ulsan were finally recognized as ‘victims’ by the Ministry of Land, Infrastructure and Transport.


Ulsan City received a total of 45 applications for jeonse fraud victim support from June 1 to August 23, completed investigations, and requested the Ministry of Land, Infrastructure and Transport. As a result, 33 cases were submitted to the Jeonse Fraud Victim Support Committee, and among them, 30 cases were finally recognized as victims.


By housing type, there were 13 cases of apartment complexes, 14 cases of officetels, and 3 cases of multi-family houses.


Tenants who received the decision documents can apply for victim relief benefits through related institutions thereafter.


The victim recognition requirements stipulated in the Special Act are as follows: ① The tenant has taken possession of the house, completed resident registration (move-in report), and obtained a fixed date (registration of lease rights is also recognized); ② The lease deposit is 500 million KRW or less; ③ Damage has occurred or is expected to occur where multiple tenants have not been compensated; ④ The landlord has the intention to default on the obligation to return the deposit.


If all these conditions are met, the tenant receives all support stipulated by the Special Act, including support for auction procedures, credit recovery support, financial support, and emergency welfare support.


If the applicant tenant meets conditions ② and ④, only general financial support and emergency welfare support are provided. (Applicable in cases such as double contracts, unauthorized contracts, and trust fraud)


If the applicant tenant meets conditions ①, ③, and ④, only tax claim apportionment (dividing and distributing tax claims) support is provided.


An official from Ulsan City said, “We will do our best to provide support in close cooperation with the government.”


According to the Special Act, the application procedure requires the tenant to submit an application with related documents to Ulsan City, which investigates the damage and forwards it to the Ministry of Land, Infrastructure and Transport within 30 days.


The Ministry notifies the tenant and related institutions of the results within 30 days after the committee’s review and resolution.
