The Yeongsangang River Basin Environmental Office announced on the 21st that it will evaluate the performance of fund-supported projects for the 2022 fiscal year targeting 14 cities and counties, including Gwangju Metropolitan City, which receive support from the Yeongsangang and Seomjingang Watershed Management Fund.
The performance evaluation of fund projects has been conducted annually since 2006 with the purpose of enhancing transparency in fund management, improving the efficiency of project implementation, and sharing best practice outcomes among local governments.
The projects subject to evaluation include three categories: ▲ Resident support by management office (16.3 billion KRW) ▲ Installation of basic environmental facilities (18.7 billion KRW) ▲ Other water quality improvement support (5.5 billion KRW). The evaluation covers nine items across three areas: appropriateness of plan establishment, efficiency of budget execution, and project management status.
The evaluation process involves a working-level evaluation team of six members responsible for reviewing project evaluation reports and conducting on-site verification if necessary. The results are then reviewed and finalized by an evaluation committee composed of 11 internal and external experts.
Based on the project evaluation results, follow-up measures such as providing incentives will be implemented for the top two outstanding local governments per project.
Outstanding institutions will receive rewards ranging from 1 million KRW to 2 million KRW per project within a total limit of 10 million KRW, and priority will be given when selecting candidates for overseas training programs hosted by the Yeongsangang Office.
Conversely, for local governments receiving unsatisfactory evaluations, improvement measures will be prepared through cause analysis, explanatory meetings for fund management personnel, sharing of best practices, and dissemination of successful cases.
Jeong Seonhwa, head of the Yeongsangang River Basin Environmental Office, stated, “The performance evaluation of fund projects was introduced to ensure transparency in fund management and improve project implementation efficiency. We will continue to actively strive to achieve the original purpose of the performance evaluation.”
