Jung-gu to Support Rent Deposit Return Guarantee Insurance Premiums for Single-Person Households Starting April, First Among Basic Local Governments
Aiming to Ensure Housing Stability for Single-Person Households and Prevent Damage from Unreturned Jeonse Deposits
Residents of Jung-gu aged 19 to 64, with deposits under 300 million KRW and income below 150% of median income, are eligible to apply
Seoul’s Jung-gu (Mayor Kim Gil-seong) will become the first basic local government to support rent deposit return guarantee insurance premiums for single-person households.
The rent deposit return guarantee insurance is a ‘guarantee product’ where the guarantee institution is responsible for returning the deposit if the tenant does not receive it back. It can be subscribed to through HUG (Housing and Urban Guarantee Corporation), SGI (Seoul Guarantee Insurance), and others.
Due to the increase in "empty shell" jeonse fraud and rising risks of reverse jeonse difficulties, there were about 1,000 jeonse guarantee incidents nationwide in February alone, with damages amounting to 254.2 billion KRW, marking an all-time high.
This support from the district is expected to prevent unreturned jeonse deposit damages for single-person households vulnerable to jeonse fraud and reduce their financial burden.
The support targets single-person households without home ownership, registered residents of Jung-gu aged 19 to 64, with rent deposits of 300 million KRW or less, and household income at or below 150% of the median income.
After subscribing to the return guarantee insurance, applicants can visit their local community service center to apply. The district will review the documents and reimburse the full amount of the paid insurance premium.

Applications will be accepted from April 1 on a first-come, first-served basis until the budget is exhausted. For inquiries, contact the Single-Person Household Support Team at the Welfare Policy Division of Jung-gu Office.
Mayor Kim Gil-seong stated, “Since single-person households account for 40% of all households in Jung-gu, their housing stability is directly linked to the well-being of Jung-gu. We will continue to introduce various welfare policies for single-person households, including the first-ever support for return guarantee insurance premiums by a local government.”
Eunpyeong-gu’s Visiting Administrative Service for Apartment Complexes
Providing Administrative Services Such as Move-In Registration Inside Apartments Scheduled for Completion in Redevelopment Projects
First-Time Residents in Eunpyeong Receive District Promotional Materials to Enhance Local Understanding
Eunpyeong-gu (Mayor Kim Mi-kyung) announced that it will pilot a visiting administrative service allowing residents to conveniently register their move-in and access other administrative services inside apartment complexes undergoing redevelopment.
Previously, residents moving into redeveloped apartment complexes experienced long waiting times when visiting community centers for move-in registration due to large numbers of applicants arriving simultaneously.
Since 2020, there have been a total of 8,525 move-in registrations in nine apartment complexes in Eunpyeong, with 5,332 (63%) submitted in person at community centers, indicating a high tendency for on-site applications.
Accordingly, the district will set up ‘visiting move-in registration counters’ and other administrative service points within apartment resident support centers to enable residents to easily complete move-in registration and other services on-site.
Residents using the service will also receive materials related to apartment complexes and Eunpyeong AlimTalk promotional content. This helps new residents who have recently moved to Eunpyeong easily access local information. Eunpyeong AlimTalk is a service that provides residents with weekly updates on various living information and district projects via KakaoTalk.
The pilot project targets three apartment complexes with over 300 households each, scheduled for completion this year in redevelopment zones 6, 7, and 13 in Susaek.
To implement the visiting administrative service for apartment complexes, the district plans to complete the establishment of dedicated counter spaces and work systems within the complexes and assign dedicated public officials between May and July.
Mayor Kim Mi-kyung said, “Residents of apartment complexes can quickly register their move-in nearby, and new residents to Eunpyeong can conveniently access necessary local information. We will continue to expand services to enhance resident convenience.”
