Muan-gun Youth Center, Staff Operation 'Exposed Flaws'

Excessive Workload Due to Staff Shortage... Irregular Operation of Independent Agencies

The Jeonnam Muan-gun Youth Training Center is facing criticism due to poor staff management.


According to Muan-gun on the 13th, the training center was established under the Youth Basic Act and the Youth Welfare Support Act, and is operated by one senior instructor and three youth instructors as specialized public officials.

However, it has been confirmed that one instructor resigned in April last year, leaving a vacancy that has not been filled to date.


In particular, it was revealed that senior instructor A also resigned in February, causing significant disruption to operations.


Instructor A, who had worked for a long time, reportedly resigned due to excessive work stress caused by the lack of replacement for the vacancy, drawing criticism.


Furthermore, it is known that the remaining instructor is also expected to take a statutory leave soon, raising serious concerns about operational gaps.


As a result, the training center is in a situation where one instructor must handle all duties until the vacancy is filled due to the lack of recruitment and resignations.


Accordingly, Muan-gun appears to have neglected duties and overstepped authority by violating the Ministry of Gender Equality and Family’s guidelines and laws on the management and operation of youth training facilities.


A Muan-gun official said, “We requested recruitment to the personnel department in April, but for some unknown reason, the vacancy has not yet been filled,” adding, “Currently, a recruitment announcement is underway to hire two instructors.”


The head of the relevant department stated, “We will pay closer attention to staff management going forward,” and added, “We will do our best so that employees do not struggle due to vacancies and so that the training center can become a united team dedicated to youth.”


The Youth Training Center is a comprehensive training facility equipped with various facilities and equipment to conduct diverse youth training activities. According to the related law, the Enforcement Decree of the Youth Basic Act, the staffing standard requires at least four youth instructors, including at least one Level 1 or Level 2 youth instructor, to carry out duties by law.
