Yongin City, First Personnel Changes After 8th Elected Term Organizational Restructuring... Emphasizing Completion of 'Yongin Renaissance' Yongin City Hall Panorama

[Asia Economy (Yongin) = Reporter Lee Young-gyu] Yongin City in Gyeonggi Province has carried out its first personnel reshuffle since the organizational restructuring of the 8th elected administration.


Yongin City began with personnel changes for grades 3 and 4 (9 people) on December 27 last year, followed by promotions and transfers for grades 5 and 6 (354 people) on the 3rd, and for grade 7 and below (670 people) on the 4th. Personnel changes for each district office will proceed thereafter.


This personnel reshuffle focused on future-oriented staffing to complete the "Yongin Renaissance" of the 8th elected administration.


Following the organizational restructuring, the New Growth Strategy Bureau was organized as a semi-expert system with a high level of understanding of the relevant tasks and verified work capabilities.


For personnel at team leader level (grade 6) and above, opinions from department heads, bureau chiefs, and office directors were actively reflected to create a creative and proactive organizational culture and to implement responsible administration.


In particular, a "Staff Desired Position System" was introduced for team leaders (grade 6) who have worked in their current position for more than two years, allowing all of them to work in their preferred departments within their top 1 to 3 choices.


Personnel changes for grade 7 and below aimed to resolve personnel congestion and increase employee satisfaction by addressing backlog relief, reflecting grievances, and providing opportunities.


First, 133 employees were rotated to relieve congestion. Priority was given to employees who had worked in one department for more than two years and those who had been promoted but not transferred.


Grievances such as heavy workloads, long-distance commuting, and balancing childcare were also considered, with 139 employees having their difficulties addressed through this personnel reshuffle.


The city utilized the "District Mayor Recommendation System" to allow 22 employees who had been working in eup, myeon, and dong offices to work at the city hall.


Mayor Lee Sang-il of Yongin stated, "Since taking office, we have gathered employees' opinions on personnel matters and introduced systems such as 'step-by-step personnel appointments by rank,' 'staff desired position system,' and 'strengthening personnel authority of department and bureau heads.' We expect that by increasing employee satisfaction with their work, the quality of public services experienced by citizens will also improve."
