Publicly Supported Private Rental, Changwon 'Seongsan Samjeong Green Core Wellrest' Scheduled for January Release

Publicly Supported Private Rental, Changwon 'Seongsan Samjeong Green Core Wellrest' Scheduled for January Release

As uncertainties in the real estate market increase due to interest rate hikes and falling housing prices, public-supported private rental housing, which alleviates concerns about price declines and offers long-term stable residency, is gaining attention.


Unlike general sales, public-supported private rental housing allows applications without a subscription savings account and is free from regulations such as re-winning restrictions. Additionally, it offers the advantage of stable residency for up to 8 to 10 years without moving worries, free from tax burdens such as acquisition tax, property tax, and comprehensive real estate tax. Since it is a rental apartment, residents can maintain their non-homeowner status during the residency period, allowing them to accumulate subscription points as a stepping stone to home ownership.


Recently, amid the real estate market downturn and frequent undersubscription in the subscription market, public-supported private rental apartments have maintained relatively high competition rates, drawing attention. For example, the ‘Paju Unjeong New Town Woomeerin Center Foret,’ which held subscriptions last October, recorded an average competition rate of 15.39:1 in the general supply. The ‘Hillstate Gwanak New Foret,’ a public-supported private rental housing supplied in Gwanak-gu, Seoul, in July, also showed a competition rate of 94.9:1 on average.


Meanwhile, public-supported private rental housing is set to be supplied in Seongsan-gu, Changwon, attracting attention. The ‘Seongsan Samjeong Green Core Wellrest,’ located in Seongsan-gu, Changwon, will accept rental subscription applications this month for 608 units out of a total of 1,009 units across phases 1 and 2. The complex will consist of seven buildings ranging from two basement floors to 25 above-ground floors, with units sized 59㎡A (236 units), 59㎡B (116 units), 59㎡C (71 units), 75㎡ (86 units), and 84㎡ (99 units).


This complex is a jeonse-type private rental apartment for all unit types, allowing move-in with only the jeonse deposit and no monthly rent. The deposit is also cheaper compared to nearby jeonse prices, and it is secured by the Housing and Urban Guarantee Corporation (HUG), providing peace of mind. Contracts can be freely renewed every two years, with a maximum residency period of eight years. To accommodate tenants’ financial plans, options for down payment and interim payment loans are available.


The apartment is constructed by Samjeong Enterprise Co., Ltd., which has supplied over 30,000 units nationwide and is recognized for quality and construction capability. It boasts design and community features comparable to general sale apartments, raising expectations. All units are arranged mainly facing south, considering wind paths, with wide distances between buildings and minimized interference between units to secure unobstructed views and sunlight.


The 59㎡ type introduces an innovative 4-bay layout (except for some types), which is usually difficult to apply, and includes dressing rooms. The 75㎡ and 84㎡ types feature 4-bay layouts with pantries and spacious dressing rooms to enhance storage convenience. Premium community facilities such as a fitness center, golf practice range, cafeteria, and small library are also provided, with finishing materials at the level of general sale apartments.


Regarding location, the complex emphasizes its nature-friendly environment as its greatest advantage. It is directly connected to Jangbok Mountain in front of the complex, allowing residents to enjoy year-round green views and a forest-like living experience. Additionally, the complex is designed as a car-free park-type area, blending the inside and outside of the complex to feel like a vast park.


In front of the complex lies the pristine nature of Jangbok Mountain, and behind it is the recently deregulated Bulmosan District development restriction area, where the Gangso Research and Development Special Zone’s Electric and Mechanical Convergence Research Complex is being established. It is also close to the smoothly progressing expansion project of Changwon National Industrial Complex, making it an ideal live-work apartment for industrial complex workers.


The transportation network is well-developed. Through Namhaean-daero, National Route 25, Anmin Tunnel, the Second Anmin Tunnel (scheduled to open in March 2023), and Changwon Tunnel, residents can reach Changwon city center as well as Masan, Jinhae, Gimhae Jinyeong, Jangyu, and Yulha within about 10 minutes by car. The KTX Changwon Central Station is also easily accessible.


The complex is an ‘Elementary School Proximity Apartment’ with Anmin Elementary School located right behind it, and Anmin Middle School within walking distance, easing concerns about children’s school commutes. Nearby neighborhood facilities such as Hanaro Mart, Gyeongsang National University Hospital, and Seongsan Library support convenient daily life.

‘Seongsan Samjeong Green Core Wellrest’ plans to open a model house (showroom).
