[Asia Economy Reporter Park Jong-il] Lee Gijae, Mayor of Yangcheon-gu, attended the ‘Christmas Love Sharing Ceremony’ held at Pyeonggwang Church on the morning of the 21st and took commemorative photos with Pastor Jo Seong-wook, Elder Song Kyung-hwi, Secretary General Jeong Moon-jin of the Yangcheon Love Welfare Foundation, Choi Kyung-joo, Chairman of the Yangcheon-gu Regional Children’s Center Council, and other officials.


On this day, the district received a donation of 679 roll cakes worth about 7 million won from Pyeonggwang Church. The roll cakes, sponsored to give warm and sweet memories to local children for Christmas, will be carefully distributed to 24 local children’s centers.


Mayor Lee Gijae said, “I sincerely thank Pyeonggwang Church for preparing meaningful gifts so that our children can happily remember Christmas, and I will carefully ensure that the gifts are delivered to all children at the local children’s centers.”

Oh Seung-rok, Mayor of Nowon-gu, attended the completion ceremony of the Sanggye 2-dong Public Parking Lot Aesthetic Improvement Project held at the village square small park on the ground of the Sanggye 2-dong public parking lot at 2 p.m. on the 21st.


The district carried out the Sanggye 2-dong public parking lot aesthetic improvement project by creating a village square small park walking path and flower beds on the ground, planting landscaping, remodeling buildings, and improving restrooms for the disabled. It also improved the environment of the underground parking lot on floors 1 to 3 (wall and floor signs and painting, etc.), improved the elevator interior, and installed CCTV and LED lighting.


The opening ceremony, national anthem, introduction of guests, project progress report, greetings, congratulatory speeches, ribbon cutting, and commemorative photo session were held with about 50 people including Mayor Oh Seung-rok, Kim Jun-sung, Chairman of the Nowon-gu Council, Councilor Noh Yeon-su, and local residents.


Mayor Oh Seung-rok said, “The district is doing its best to improve the parking environment in the aging area so that nearby residents can live in a safe and pleasant environment. I hope the newly remodeled parking lot and village square small park walking path will be used as a space for residents’ health and healing.”

Dongdaemun-gu (Mayor Lee Pil-hyung) announced that the Dongdaemun-gu Public Health Center won the ‘Grand Prize’ from the Director of the Korea Social Security Information Service at the 2022 Health Promotion Project Digital Healthcare Division AI IoT-based Senior Health Management Project Field Administrative Work Best Practice Contest hosted by the Ministry of Health and Welfare.


Despite the COVID-19 situation, the district was highly evaluated for successfully providing non-face-to-face health management services to vulnerable elderly people in the region through the AI IoT-based senior health management project, improving the elderly’s health management ability and health level.


In particular, the district turned the COVID-19 crisis into an opportunity by actively promoting the project and successfully recruiting participants. In cooperation with visiting nurses assigned to the neighborhoods, AI health care robots were installed for 100 elderly people living alone or needing health management for chronic diseases, filling the health blind spots.


The AI health care robot provides artificial intelligence care services not only for health management but also companionship, health content provision, and a 24-hour crisis response system.


The AI IoT-based senior health management project, selected in 2021 by the Ministry of Health and Welfare, enables chronic disease health management for the elderly by automatically linking health data measured by Bluetooth health devices such as wrist activity trackers, blood pressure monitors, and blood glucose meters with the ‘Today Health App’ installed on smartphones.


A Dongdaemun-gu Public Health Center official said, “Even during times when outdoor activities are difficult due to infectious diseases such as COVID-19, we will do our best to establish a community health management system that can manage the health of the elderly using digital technology.”

Geumcheon-gu (Mayor Yoo Seong-hoon) was awarded the Minister of Health and Welfare’s Commendation for being selected as the best case in operating local children’s centers at the ‘Village Care Project Best Practice Contest’ hosted by the Child Rights Protection Agency.


In this contest, the efforts and passion for the ‘2022 Geumcheon Round and Round Connection Project,’ which was promoted to restore the psychological and emotional well-being of children weakened by the prolonged COVID-19 pandemic, were highly evaluated.


The Round and Round Connection Project is a child emotional and psychological care project carried out for about four months from July to October. Specifically, it included ‘Let’s Play Together, Friend,’ which linked children using local children’s centers and elementary after-school care classrooms during summer vacation; ‘Together Hope Family Camp’ for families using local children’s centers; and ‘Together Creator,’ a YouTube video content production education and communication lecture for parents and children.


Geumcheon-gu was selected as an excellent case in after-school programs by the Ministry of Education in November as a result of operating the ‘Naraepum After-School Cozy Center’ for village-linked after-school support and gap care, as well as various ‘Village-Linked After-School Care Activation Projects.’


Mayor Yoo Seong-hoon said, “I am pleased that Geumcheon-gu’s efforts to improve not only the quantity but also the quality of community care have been recognized. We will continue to actively promote village care projects through organic cooperation with schools, local children’s centers, and care centers so that elementary school-aged children can grow up healthy and safe without blind spots.”

Dobong-gu (Mayor Oh Eon-seok) won the Grand Prize in the Local Government category at the 7th Korea Local Autonomy Policy Awards ceremony held at the Kensington Hotel in Yeouido, Seoul, on the 9th.


At this awards ceremony, Dobong-gu received the Grand Prize for the ‘Public Data Open Platform Construction and Utilization Activation’ project. The operation of the data platform ‘DBDB MAP,’ which broke the conventional administrative information delivery method and opened public data to residents, was highly evaluated.


DBDB MAP is an open homepage that visualizes various public data held by Dobong-gu in maps and charts, allowing residents to easily obtain information. Currently, the district operates ▲263 GIS data items with 34,057 entries ▲97 statistical data items with 892 entries ▲14 convergence data items with 132 entries through DBDB MAP.


Through DBDB MAP, the district provides GIS-based geographic information services that digitize facility location information and attribute information within the region for search and verification. Big data professional analysts analyze multiple data in a convergent and integrated manner and visually display the results on maps.


The data are shown in charts optimized for each content to be easy and intuitive to view, and all data information provided by DBDB MAP is available in various forms such as sheets, charts, maps, and file data according to the data characteristics. In particular, open APIs are also provided to develop applications, web services, and apps.


Mayor Oh Eon-seok said, “Dobong-gu provides open format data in three or more stages through the data convergence team, a dedicated big data team, to big data-ize district administration and urban information and share it with residents for data utilization. We will continue to strive to enhance residents’ benefits and convenience through the operation of the public data platform.”

Gangdong-gu (Mayor Lee Soo-hee) announced on the 21st that it was selected as the best institution in the Seoul evaluation of the ‘2022 Disaster Response Safe Korea Training,’ which was conducted nationwide for about two weeks from November 14.


The Disaster Response Safe Korea Training is a large-scale national comprehensive training for establishing a nationwide total disaster response system, jointly participated by the central government, local governments, public institutions, and citizens.


Reflecting the increasingly complex and segmented nature of disasters, the district set a virtual scenario of a terrorist arson causing an explosion and large fire at Gangdong Kyung Hee University Hospital and conducted discussion and field training with 16 related organizations and groups.


In the Seoul evaluation, Gangdong-gu received high marks throughout the entire process, including preparation, on-site evaluation, and post-evaluation. The district’s excellent command capabilities, high participation of related organizations and private companies, realistic field training, and safety management and order maintenance around the training area were cited as key factors for selection.


Additionally, 11 private multi-use facilities in the region, including Lotte Cinema Gangdong Branch, Howon Art Hall, and Myeongseong Church, conducted their own fire evacuation drills and fire safety education, thoroughly checking the disaster response system and successfully raising residents’ interest in disaster situations and safety.


Mayor Lee Soo-hee said, “This achievement is the result of cooperation and unity among our district, related organizations, and residents. We will do our best to build a more meticulous disaster response system by improving the shortcomings identified through the training to create a safer Gangdong-gu.”

Jongno-gu (Mayor Jeong Moon-heon) received the Minister of the Interior and Safety Award at the 11th ‘Korea Knowledge Awards 2022.’


The Knowledge Awards, hosted by the Ministry of the Interior and Safety, select and award central administrative agencies, local governments, public institutions, and private companies that practice innovation through the spread of knowledge-based administrative and management culture.


This year, after the first document screening and second public evaluation, a total of 20 institutions were selected through the final screening process. Jongno-gu achieved the feat of winning the Knowledge Award for three consecutive years, gaining external recognition for leading knowledge administration in Korea.


Jongno-gu has laid the foundation for a collaborative and communicative organizational culture through ▲internal knowledge accumulation via a knowledge sharing platform ▲publication of a public service guidebook and Insight Jongno ▲holding communication-type executive meetings with real-time YouTube chat participation.


Also notable is the operation of Jongno’s unique knowledge management system, the Jongno Idea Development Center (including idea proposals, learning club activities, policy monitoring of other institutions, and job inventions), which has led to innovative policy promotion.


This year, the staff learning club ‘Jongno Road Walkers’ proposed policies and improved policy quality, and the establishment of a smart public data system contributed to reducing work hours and improving work efficiency, receiving favorable reviews.


Mayor Jeong Moon-heon said, “We will continuously provide opportunities for staff to think differently, discover innovative policies, and make them the driving force for district development. We will continue to implement good policies that Jongno residents can feel and become a model of knowledge administration.”
