Increase in SKY Graduates as Public Relations Officers in Seoul Districts?

[Asia Economy Reporter Jongil Park] So-called 'SKY' graduates are emerging one after another as public relations officers in Seoul's autonomous districts, drawing attention.


Until now, compared to Seoul city, where many officials come from the civil service exam or Grade 7 open recruitment, there have been relatively few prestigious SKY graduates in the 25 autonomous districts of Seoul.


However, since the 8th elected term, graduates from prestigious universities have been taking charge of public relations in Seoul's autonomous districts, attracting notice.


Kangdong-gu (District Mayor Lee Soo-hee) appointed Jung Young-hwan (45), who graduated from Seoul National University and entered Seoul city through the Grade 7 open recruitment, as the head of the Public Relations Division during the 8th elected term.


Since starting his public service career at Seoul Grand Park, Jung spent over six years in the Economic Promotion Headquarters before being transferred to Kangdong-gu in 2011, where he served as Planning Team Leader, Childcare Management Team Leader, Social Economy Team Leader, External Cooperation Team Leader, and Transportation Administration Team Leader. After his promotion to Grade 5, he was immediately appointed as the head of the Public Relations Division.


Dongdaemun-gu (District Mayor Lee Pil-hyung) appointed Kim Eun-kyung (52), former head of Seoul City's Digital Cooperation Team, as the head of the Public Relations Division in the personnel reshuffle this August.


Kim graduated from Korea University and passed the Grade 7 open recruitment in 2005. After holding key positions in Seoul city, she was transferred to Dongdaemun-gu as the head of the Public Relations Division in August.


Notably, Kim is a diligent learner who continued her studies, earning a master's degree from KDI and the University of Washington in the United States.


Dongjak-gu (District Mayor Park Il-ha) appointed Yeo Seung-jae (48), head of the Media Team, in the first personnel reshuffle of the 8th elected term. Yeo graduated from Chung-Ang University and started as the head of the Lifelong Education Team in the Education Support Division of Dongjak-gu through the Grade 7 open recruitment. He then served as head of the General Affairs Division, Audit Division, Childcare and Women’s Division, Finance Division, and Sports and Culture Division’s Cultural Facilities Team before being appointed head of the Media Team. Yeo said, “I intend to carry out my duties with responsibility.”


Additionally, during the 7th elected term, Guro-gu appointed Park Dae-soon (57), a Yonsei University graduate, as head of the Public Relations and IT Division, where he worked for over two years. Park was appointed head of the Transportation Administration Division in the 8th elected term.


Thus, graduates from prestigious universities such as Seoul National University, Korea University, Yonsei University, and Chung-Ang University are being appointed as public relations officers in Seoul's autonomous districts, working hard to promote their districts.
