Focused Targeting of Increased Projects by Lawmakers... Full Effort to Secure Maximum Additional National Funding
[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Ulsan City will hold a budget policy consultation meeting at 4 p.m. on the 26th at the Glad Hotel in Yeouido, Seoul, to secure the national budget for 2023 and promote local pending projects.
This meeting is the second budget policy consultation following the one held in July and was prepared to actively respond to the National Assembly’s review process, the final stage for securing next year’s national budget.
The city will be represented by Mayor Kim Du-gyeom, Deputy Mayor for Economic Affairs Ahn Hyo-dae, Director of Planning and Coordination Office, and heads of major project departments.
Also, all six local National Assembly members, including Kim Ki-hyun, the chairman of the National Assembly members’ council, Lee Chae-ik, Lee Sang-heon, Park Sung-min, Kwon Myung-ho, and Seo Beom-su, are expected to attend.
At the meeting, Mayor Kim will explain the status of national fund acquisition to the local lawmakers and engage in in-depth discussions on strategies for 20 projects worth 77.5 billion KRW for additional budget requests and resolving local issues.
Assemblyman Kim Ki-hyun’s projects include ▲Establishment of the 3D Printing Convergence Technology Center ▲Reconstruction of Seongam Incineration Plant Units 1 and 2 ▲Installation of the third buffer retention facility in Ulsan Mipo National Industrial Complex, totaling 7 projects.
Assemblyman Lee Chae-ik’s projects include ▲Creation of Ulsan Disaster Safety Industry Promotion Center ▲Modernization of Public Agricultural and Marine Products Wholesale Market Facilities ▲Development of export-oriented shipbuilding and marine Small Modular Reactor (SMR) technology, totaling 4 projects.
Assemblyman Lee Sang-heon’s projects include ▲Support for securing core parts and vehicle safety of electric and hydrogen vehicles ▲Establishment of Hydrogen Electric Vehicle Safety Certification Center ▲Construction of National Road from Nongsu to Oedong, totaling 4 projects.
Assemblyman Park Sung-min’s projects include ▲Construction of Ulsan Garden Market ▲Establishment of Ulsan Garden Support Center ▲Creation of Ulsan Startup Innovation Town ▲Namwoe-dong Low Impact Development (LID) Nonpoint Pollution Reduction Project, totaling 7 projects.
Assemblyman Kwon Myung-ho’s projects include ▲Digital Transformation (IDX) Project for Shipbuilding and Marine Steel Manufacturing Industry ▲Construction of Maritime Logistics Communication Technology Verification Test Site ▲Establishment of Hydrogen Mobility Cluster, totaling 6 projects.
Assemblyman Seo Beom-su’s projects include ▲Establishment of Yeongnam Global Skilled Technology Promotion Institute ▲Construction of the 2nd Myeongchon Bridge ▲Installation of the 4th buffer retention facility in Onsan National Industrial Complex ▲Construction of Ulsan National Industrial Complex Underground Pipeline Integrated Safety Management Center, totaling 7 projects.
Additionally, solutions for local pending projects by each assemblyman will be discussed, including ▲Opening of Oesol Big Road (Oesolgyo to Samilgyo) ▲Promotion of Korea Electric Power Corporation underground cable project within urban regeneration project area ▲Rational adjustment of Ulsan development restriction zone ▲Ilsan Marine Leisure Tourism Hub Project ▲Proposal for designation as the 4th statutory cultural city ▲Establishment of basic plan for new city construction in southern Ulsan area.
Before the meeting starts, Mayor Kim will visit the National Assembly at 1:40 p.m. with Deputy Mayor Ahn Hyo-dae to meet with Jeong Jeom-sik and Kim Du-gwan, members of the Budget and Accounts Committee subcommittee, Lee Dal-gon, chairman of the Agriculture, Food, Rural Affairs and Oceans Committee, Kim Byung-wook, member of the Budget and Accounts Committee, and Park Sung-joong, secretary of the Science, ICT, Broadcasting and Communications Committee, to request cooperation for the proposed national budget increase.
Mayor Kim Du-gyeom said, “The battle to secure national funds has just begun in earnest, and this is a crucial time to put in more effort. We will do our best to secure national funds by actively cooperating with local lawmakers.”
Starting from the 27th, Ulsan City will set up a national budget securing camp near the National Assembly, composed of the national budget team leader and one other member, to closely respond to budget acquisition until the budget is finalized in the plenary session on December 2.
Together with the Seoul headquarters, the city plans to continuously monitor the preliminary review results of each standing committee and the comprehensive review of the Budget and Accounts Committee, and request additional budget increases from ruling and opposition lawmakers, making every effort to secure national funds.
