Legal Basis Established to Prevent Refusal of Consent for Information Provision Without Justifiable Reason

[Asia Economy Reporter Hyunju Lee] A bill to protect tenants from jeonse fraud, commonly known as 'empty-can jeonse,' was proposed on the 1st.
On the same day, Eunhee Jo, a member of the People Power Party, announced that she had taken the lead in proposing an amendment to the "Housing Lease Protection Act" that requires parties entering into lease contracts to provide information about the relevant housing.
This amendment aims to prevent jeonse fraud by legally ensuring that when a person intending to enter into a lease contract requests information about the housing from the fixed-date registration agency, the landlord cannot refuse consent without justifiable reasons.
Under current law, parties with an interest in the housing lease can request information such as the fixed-date registration date, rent, and deposit from the fixed-date registration agency, but it has been pointed out that it is practically impossible to verify this information in advance without the landlord's cooperation or consent.
Representative Jo said, "The so-called 'jeonse deposit run' phenomenon, where the jeonse deposit is not returned, is rampant, targeting the vulnerable 20s and 30s generations in our society, making urgent countermeasures necessary. If accurate information about the housing is provided or freely accessible from the contract signing stage, it is expected that jeonse fraud caused by information asymmetry can be prevented."
