How Much Is Gwanak-gu's Child-Friendly Budget This Year?... A Staggering 179.4 Billion Won (20% of the Main Budget)


[Asia Economy Reporter Park Jong-il] Gwanak-gu (District Mayor Park Jun-hee) has published a ‘Child-Friendly Budget Book’ that allows a comprehensive view of child-related budgets, proactively responding to changes in child-friendly conditions.


The district analyzed the fairness and appropriateness of budget allocation for projects directly or indirectly related to children to build a highly complete child-friendly city.


The Child-Friendly Budget Book classifies and organizes this year’s main budget into six areas?play and leisure, participation and citizenship, safety and protection, health and social services, educational environment, and home life environment?and focuses on the four major rights: right to survival, right to protection, right to development, and right to participation.


This year, Gwanak-gu’s child-friendly budget increased by approximately 8 billion KRW from the previous year to 179.4 billion KRW, accounting for 20.2% of the general account main budget.


With 9.7 billion KRW allocated to new projects such as the establishment and operation of the Gwanak Cultural City Center and the operation of the Gang Gam-chan Urban Agriculture Center, a total of 183 projects are being promoted, demonstrating efforts and commitment to meet the needs and enhance the rights of children, the future of the region.


Looking at the total budget according to the four major rights of children, the ‘right to development’ accounted for the highest proportion at 59%, followed by the ‘right to survival’ at 35.1%, and the ‘right to protection’ at 5.8%. In particular, the ‘right to protection’ showed the largest increase with services such as smart autonomous patrol services and the installation and operation of electric wheelchair driving practice facilities for the disabled.


By area, the ‘educational environment’ sector accounted for the highest proportion at 53.9%, followed by ‘health & social services’ at 34.5%, ‘safety and protection’ at 5.7%, and ‘play and leisure’ at 4.2%.


The high proportions of the ‘educational environment’ and ‘health & social services’ sectors indicate efforts to provide high-quality education and a healthy and safe environment during COVID-19 for local children.


Additionally, about 9.9 billion KRW, accounting for 5.5% of the total budget, is invested in support projects for vulnerable children such as multicultural families, children with disabilities, low-income and single-parent families, and out-of-school youth, actively addressing blind spots in care.


District Mayor Park Jun-hee stated, “To promote balanced and substantial child-friendly city projects, we must focus on discovering projects and securing budgets in areas with low allocation ratios such as children’s ‘right to participation.’ As Gwanak-gu has been certified as a child-friendly city, we will do our best to create a happy society where all children in the region can live well.”

Yongsan-gu (District Mayor Park Hee-young) conducted ‘Active Administration Activation Training’ for 114 employees on the 21st and 22nd.


This was in accordance with Article 8 of the Local Government Officials’ Active Administration Operation Regulations.


The training lasted two hours each day. On the 21st, Police Inspector Gong Il-hwan (Police Human Resources Development Institute, Inspection Team Leader) gave a lecture titled ‘The Hidden Psychology of Active Administration.’ On the 22nd, Professor Kim Jeong-ryeol (Daegu University, Autonomous Police Studies) introduced ‘Understanding Active Administration and Excellent Domestic and International Cases.’


A district official said, “Administrative services provided to residents must continue uninterrupted even during vacation seasons. Broadening perspectives and thinking from the residents’ point of view will help provide high-quality administrative services.”


Previously, since the 18th, the district formed a special inspection team for establishing public service discipline during the summer vacation season and has been conducting ongoing inspections.


The key inspection items include ▲interference in interests and passive administration during the launch of the 8th local government and change of local government heads ▲conflicts of interest and violations of the public officials’ code of conduct ▲unauthorized absence from work, fraudulent receipt of allowances and travel expenses, and other public service discipline lapses ▲establishment of service discipline during the Eulji Taeguk exercise period.


The district also operates an anti-corruption education ‘Integrity Troika’ to establish voluntary public service discipline. A pop-up window for learning is provided every Monday when employees access the internal administrative network, and an integrity radio is broadcast on Wednesday mornings within the government building. In August, based on the learning so far, a ‘Integrity Golden Bell’ event will be held.


Yongsan District Mayor Park Hee-young said, “Yongsan, which is preparing for large-scale developments such as the international business district and luxury residential complexes, values communication with residents above all. An organizational atmosphere that seeks innovative alternatives through creative thinking and new ideas will greatly help communication with residents.”

Seongbuk-gu (District Mayor Lee Seung-ro) won the Encouragement Award at the 2022 First Half Excellent Administration and Policy Case Selection Contest.


The Korea Public Policy Evaluation Association and the Korea Policy Development Association have held this annual contest since 2013 to discover excellent cases in administration and policy, share information, and strengthen competitiveness in the public sector. They solicit excellent administrative and policy cases from central government ministries, local governments, public institutions, legislatures, and national universities, and select and announce excellent cases through a judging committee composed of academics and field experts.


The awarded Seongbuk-gu project, ‘Hope Message for Middle-aged and Elderly Single-person Households Living in Goshiwon (One-room Dormitories),’ is a suicide prevention welfare project promoted through cooperation between the public and private sectors (Seongbuk-gu Public Health Center, Seongbuk-gu Suicide Prevention Center, and Life Line Comprehensive Welfare Center).


Recognizing increased employment insecurity and depression among single-person households due to COVID-19, and the rising suicide rate among middle-aged and elderly people over the past five years (2016?2020), Seongbuk-gu judged administrative intervention necessary.


Accordingly, the Seongbuk-gu Public Health Center, Seongbuk-gu Suicide Prevention Center, and Life Line Welfare Center joined forces to create a suicide prevention environment and provide customized welfare services for middle-aged and elderly single-person households living in goshiwon (one-room dormitories).


Volunteers called local visiting activists individually contact the subjects to report issues to project managers, who then coordinate through integrated public-private case meetings to connect with community resources. These visiting activists, familiar with local conditions, actively identify the needs of residents in blind spots of care and refer them to public community resources.


They also view depression, loneliness, poverty, physical illness, and post-COVID-19 aftereffects as risk factors leading to suicide, providing response services and necessary daily supplies while continuing monitoring. Suicide risk groups are managed systematically, continuously, and integratively by maintaining appropriate referral systems and cooperative relationships at each stage, with each specialized field performing its role according to the situation.


This project received high evaluation for expanding social networks through community meetings among participants, creating a suicide prevention environment with continuous emotional support, and significantly contributing to reducing suicide rates.


Seongbuk District Mayor Lee Seung-ro said, “The Hope Message project for middle-aged and elderly single-person households living in goshiwon (one-room dormitories) is a social mechanism to reduce suicide risk rates by preparing for various complex situations. It will continue to enhance sustainability by linking with the integrated mental care project operated by the Seongbuk-gu Public Health Center, community service centers, and the Suicide Prevention Center.”

Dongdaemun-gu (District Mayor Lee Pil-hyung) carried out environmental improvement projects targeting Cheongnyangni General Market and Dongseo Market to revitalize traditional markets and enhance user convenience.


The district is making efforts to expand convenience facilities and modernize facilities because about nine traditional markets, including Cheongnyangni General Market and Dongseo Market, coexist in the Jegi-dong area, attracting customers of various age groups from all over the country.


As part of this traditional market facility modernization project, an evaporative cooling system was installed at Cheongnyangni General Market, and a rain and sunlight shelter measuring 81 meters long, 4.8 to 5.8 meters wide, and 10 meters high was installed at Dongseo Market. The project actively reflected merchants’ opinions through consultations with them.


In particular, the evaporative cooling system sprays fine water mist to lower the temperature by about 5°C compared to outside, reduces fine dust, removes odors, and enhances aesthetics with lighting, expected to greatly contribute to improving the summer shopping environment and revitalizing traditional markets.


So Han-ju, Director of the Economic Promotion Division, said, “Since Dongdaemun-gu has many traditional markets selling quality goods at affordable prices, we aim to reduce inconveniences for visitors by modernizing market facilities and expanding convenience facilities. We will continue to do our best to create pleasant and beautiful traditional markets that people want to visit again through mutual cooperation with market merchants and linking with local tourism resources.”

Gangseo-gu, Seoul (District Mayor Kim Tae-woo) held the ‘Democratic Peaceful Unification Advisory Council (hereafter, Democratic Peace Council) Gangseo-gu Council Regional Representative Advisory Committee Member Appointment Ceremony’ at 5 p.m. on the 25th in the district office’s large conference room.


On this day, Kim Tae-woo, Mayor of Gangseo-gu, presented appointment letters to 28 newly elected regional representative members (6 city council members and 22 district council members) on behalf of President Yoon Seok-yeol.


The Democratic Peace Council is a presidential advisory body for establishing peaceful unification policies based on Article 92 of the Constitution, and the appointed members will serve until August 31, 2023.


Mayor Kim Tae-woo said, “Congratulations on your appointment as advisory committee members of the Democratic Peace Council. Please work hard as advisory members to gather public opinion from Gangseo residents and propose unification policies for peaceful unification.”

Gangseo-gu, Seoul (District Mayor Kim Tae-woo) announced the recruitment of the ‘2nd Gangseo SNS Supporters,’ a group of residents who directly promote the local area through SNS.


The Gangseo SNS Supporters are a resident promotion group that delivers various district news such as major policies, events, and attractions vividly through SNS channels from the residents’ perspective.


Since the first activity started in 2020, the SNS Supporters have received much positive feedback by conveying district news from the residents’ viewpoint rather than the government’s.


Accordingly, the district is publicly recruiting the 2nd Gangseo SNS Supporters who will be active for the next two years.


Applicants must be Gangseo residents or university students or workers located in Gangseo-gu who are interested in promotional activities and operate personal SNS accounts.


Applications must be submitted by August 16 by filling out the application form and submitting it via the ‘Gangseo-gu Office website - Communication and Participation - Event Registration (Online Application)’ or by email.

The district plans to select a total of 20 supporters by comprehensively evaluating personal SNS operation performance and content planning abilities.


The selected supporters will be active for two years starting September 1, directly covering projects, news, and events, producing content using photos and videos, and promoting through SNS.


Supporters will receive a small manuscript fee in the form of mobile cultural gift certificates for each content produced, and monthly outstanding performers will receive additional rewards.


Excellent content will also be posted on the district’s official SNS to actively promote district news.

Dongjak-gu (District Mayor Park Il-ha) announced that it is recruiting the ‘Dongjak-gu Social Economy Promotion Youth Supporters,’ who play a role in promoting the social economy in the local community, until the 31st.


The ‘Dongjak-gu Social Economy Promotion Youth Supporters’ directly experience the social economy through local social economy enterprises and promote it via SNS.


If selected as supporters, they will receive pre-training consisting of four sessions (8 hours) in early August, including basic understanding of the social economy, introduction to Dongjak-gu’s status, SNS promotion marketing strategies, and content production practice.


From September, for about three months, they will visit and interview social economy enterprises, participate in related events and support projects, and produce promotional videos and card news content to share via SNS.


The recruitment is for a total of 10 people. Any university student or youth (under 39 years old) residing in Seoul who is interested in the social economy and actively operates SNS accounts such as Facebook or Instagram can apply. Participants will receive a small activity fee and an activity certificate upon completion.


Youth wishing to become supporters should download the necessary documents from the Dongjak-gu Social Economy Support Center blog, fill them out, and submit them by email by July 31.
