Dobong-gu Mayor Oh Eon-seok Begins Public Welfare Efforts by Visiting Flood Damage Sites from Evening of June 30 to Establish Safety Measures
[Asia Economy Reporter Jong-il Park] Oh Eon-seok, the 8th elected mayor of Dobong District, began his term on July 1 with on-site visits.
Despite the heavy rain that fell that day, he proceeded with safety inspections amid the downpour.
On June 30 around 8 p.m., Oh Eon-seok, mayor of Dobong District, conducted an on-site inspection with the responsible department staff at 338-1 Ssangmun 3-dong, Dobong-gu, where a retaining wall in a residential area collapsed due to heavy rain (174mm).
The inspection revealed that a retaining wall (15m*3m) along the boundary between houses and a public parking lot had collapsed, damaging one adjacent vehicle. Fortunately, there were no casualties.
After confirming the site, Mayor Oh immediately ordered temporary stone wall measures, vehicle relocation, and restricted access.
Mayor Oh Eon-seok’s second move was also focused on 'public safety.' On July 1 at 9 a.m., upon arriving at work, he inspected the safety of the area around Seowon Apartments by the Jungnang Stream, where water levels had risen due to overnight rain, as well as large-scale construction sites.
The Jungnang Stream area was flooded, submerging walking paths and accumulating soil and debris. Mayor Oh personally cleaned the residents’ passageways and urged the responsible department staff to quickly restore the site and ensure safety measures for flooded facilities.
Mayor Oh Eon-seok stated, “Above all, preventing safety accidents is crucial. The staff have worked hard through the heavy rain, but I ask them to put in a little more effort for the safety of residents.” He added, “Before the inauguration ceremony, an emergency situation arose, causing me to stay awake all night. I will continue to be a ‘field mayor’ who inspects sites and listens to residents’ voices.”

This is Oh Eon-seok, mayor of Dobong District.
Today, as the 8th elected mayor of Dobong District,
before 1,300 Dobong public officials and 320,000 respected residents,
I solemnly pledge to open ‘a new future for Dobong’ and ‘a new era for Dobong.’
In response to the will of Dobong residents who chose change despite difficult circumstances,
I promise to repay you with the development of Dobong.
When I decided to become mayor of Dobong,
I engraved three initial intentions in my heart once again.
First, principled administration,
Second, harmonious district governance,
Third, my determination to surely create a leaping Dobong.
Dear residents of Dobong,
I dream.
Now, we must dream a great awakening for our Dobong.
No longer ‘Dobong, a peripheral city,’
but a leaping ‘new central city Dobong.’
We have the energy for a leap forward.
We have the earnest wishes of residents longing for development.

Today’s inaugural address
will be delivered through the 8th elected district administration vision titled ‘Together! Change. Growth. Future Dobong.’
First, ‘A Dobong Together.’
Just as the Yoon Suk-yeol government’s national vision is ‘a nation where all citizens live well together,’
I will do my best to make Dobong’s administration one where all residents unite and run toward a common goal.
Not a ‘stale district administration’ that divides residents by faction, ideology, or region,
but a ‘people-centered district administration’ that develops Dobong through resident harmony and enhances residents’ happiness.
The mayor’s office will be a space where even the smallest voices of residents are heard loudly.
Second, I will create ‘a changing Dobong.’
Now is a golden opportunity for Dobong to leap forward together with the Yoon Suk-yeol government and Seoul Mayor Oh Se-hoon.
It is the right time to plan big and work properly for a leap.
With the mindset of redrawing Dobong on a blank slate,
I, Oh Eon-seok, will create core strategies and visions for Dobong’s change.
Third, I will create ‘a growing Dobong.’
Since the district split in 1989,
Dobong has become a stagnant bedroom community as jobs and businesses have left.
Also, due to Dobongsan National Park, development and property rights have been restricted for a long time.
As a result, last year, among 25 autonomous districts, Dobong ranked first in population outflow and 24th in residential satisfaction and job sufficiency.
Seoul Mayor Oh Se-hoon has presented future visions such as a cooperative city, global leading city, safe city, and future-sensibility city,
and pledged five major housing policies including ‘a Seoul without housing worries,’ shortening redevelopment and reconstruction periods, supplying high-quality Seoul-style rental housing, and smart youth housing.
We must support redevelopment and reconstruction innovatively, establish urban planning and regional development strategies, protect Dobong residents’ property rights long restricted,
and complete the gateway city transportation system to raise Dobong’s brand, making it the new economic center of the northeast region.
By supporting self-employed small business owners and implementing productive welfare,
we will make Dobong a vibrant economic city.
Dobong will be a strong shield protecting residents’ precious property rights and basic rights.
Finally, I will create ‘a Dobong with a future.’
Through data-driven scientific administration, we will improve residents’ lives and open a future for a leap.
In all areas such as transportation, commercial districts, culture, and welfare,
Dobong will become a model for other districts.
Also, by establishing a dedicated youth department responsible for youth jobs and housing,
we will spare no support for future generations.
Youth will realize their dreams and promise tomorrow,
creating a ‘future city Dobong.’
Residents of Dobong,
A wise farmer sows three seeds in one spot.
One is for birds to eat,
another to nourish underground insects,
and the remaining seed grows and bears fruit.
But the seed eaten by birds spreads far and wide,
and the insects that eat seeds help the remaining seeds grow healthily through root respiration.
