Yeongdeungpo-gu Conducts On-site Consulting to Prevent Serious Industrial Accidents

[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu announced that from April 20 to May 20, it will conduct 'Serious Industrial Accident Prevention On-site Consulting' targeting district-managed workplaces, including community service centers, to fulfill safety and health obligations.

The 'Serious Industrial Accident Prevention On-site Consulting' was established to verify compliance with obligations stipulated in the Serious Accident Punishment Act and the Occupational Safety and Health Act and to provide customized guidance for each workplace.

Through this, the district plans to raise safety awareness on-site and proactively eliminate hazardous and risky factors that are major causes of safety accidents, focusing all efforts on the preemptive prevention of serious industrial accidents.

This consulting targets workplaces managed by the district, including the district office, 18 community service centers, the Resource Circulation Center, Pump Station, and Anyangcheon Ecological Operation Center. After self-inspections by the departments in charge of each workplace, the district's Serious Accident Prevention Team will conduct on-site visits.

The main consulting contents include ▲ Establishment and implementation of workplace safety and health management systems ▲ Safety and health plans for responding to serious accidents ▲ Inspection and improvement plans for hazardous and risky factors ▲ Safety and health education for workers ▲ Status of subcontracting, outsourcing, and consignment businesses and appropriateness of safety and health management.

Legal obligations that must be observed to prevent serious accidents will be focused on to identify deficiencies and provide guidance for improvement.

The district plans to immediately correct minor issues on-site and continuously manage matters requiring time until improvements and supplements are completed.

Additionally, through the regular inspection of compliance with the Serious Accident Punishment Act obligations scheduled for June, the district will intensively check the measures taken based on the on-site consulting results.

A district official said, "Through this on-site consulting and regular inspection, we expect to raise awareness of safety accidents and strengthen the response capability to serious accidents," adding, "We will prioritize the lives and safety of residents and field workers and strive for proactive and thorough safety management to eradicate serious accidents."

Seoul Startup Cafe Nakseongdae Branch (1928 Nambusunhwan-ro, Gwanak-gu) located in Gwanak-gu successfully concluded the IP Startup School held throughout April by selecting the final five outstanding teams through the first IP startup education and the second pitching day.

The IP Startup School is a program that strengthens intellectual property management capabilities by sharing knowledge and cases through customized education for 10 (preliminary) startup teams in Seoul. On April 12, 10 teams were selected through document evaluation, and the first IP Startup School education was conducted.

The education was structured reflecting the satisfaction survey results of participants in the 'Preliminary Startup Package Dedicated Mentoring (OFFICE DAY)' program held in February. Patent attorney Kim Seo-hyun from RPM Patent Law Firm, patent attorney Kim Seok-man from Siwon International Patent Law Office, and CEO Eom Jeong-han of Company B were invited to give lectures on topics such as prior art search and IP portfolio strategies for startups, covering overall startup content.

The second IP Startup School pitching day was held on April 19 for graduates of the first offline education. Each team gave a 5-minute presentation followed by a 5-minute Q&A in an IR format. Through the pitching day, each team presented their technology for acquiring IP in front of patent attorneys and received evaluations on the technology's distinctiveness and business feasibility.

Five outstanding teams were selected through the pitching day, and each selected team will receive 1 million KRW in commercialization support funds for domestic and international intellectual property applications and registration fees related to industrial property rights.

Kim Min-su, CEO of Woodygo, selected as an outstanding company among the graduates, said, "It was very beneficial to learn basic IP knowledge and portfolio strategies that startups should know, and being selected as an outstanding company provided an opportunity to scale up by receiving patent-related commercialization support funds."

The district plans to hold demo days at least once a month from May to expand investment attraction opportunities for venture and startup companies in the region. Including district-hosted events and those organized by related institutions of Gwanak S Valley, a total of 15 demo days will be held in Gwanak-gu by December.

A district official said, "We will continue to lead innovative growth of venture and startup companies through various technology consulting support and startup scale-up projects and strive to support initial startup costs and expand investment attraction opportunities for promising startups."

Gangdong-gu (Mayor Lee Jung-hoon) opened the 12th 'Kkum Miso' at Amsa 1-dong 3rd Senior Love Room (13-3 Amsa 13-gil, Gangdong-gu) on the 27th.

With the opening of this Amsa 1-dong 3rd Senior Love Room 'Kkum Miso,' all 12 locations targeted from the start with the opening of the Gil-dong public Giriul Senior Love Room in 2017 until 2022 have been established.

The 12th 'Kkum Miso' is a spacious senior love room but has been an aging facility for 20 years. Through remodeling, the facility was comprehensively improved not only for children and adolescents but also for the elderly, reborn as a pleasant space that seniors can use together.

Storage cabinets were increased to provide sufficient storage space, and the old kitchen was improved to a convenient cooking environment. Mini golf courses and indoor ping-pong tables were installed to allow children and adolescents to engage in physical activities indoors, matching the spacious area.

Various programs such as 'Colorful Day,' 'Star Workshop,' and 'Movie Day' will be held at the 12th location. To ensure a safe care environment for children and adolescents, a guide teacher will be stationed for supervision. Additionally, the 'Kkumjaengi,' the autonomous committee of Kkum Miso, will support self-governing activities where children and adolescents directly plan programs.

Meanwhile, 'Kkum Miso,' a space innovation case for the 1st and 3rd generations, was named with the hope that users gain 'dream' and 'smile.' It is used as a senior love room during the day and as a space for children and adolescents' autonomous activities and care from 5 PM to 10 PM after seniors return home. Anyone under 18 years old, excluding infants and toddlers, can use it free of charge.

Lee Jung-hoon, mayor of Gangdong-gu, said, "The children's autonomous center 'Kkum Miso,' which aimed for a total of 12 locations, has opened its final branch," and added, "We hope many people will show interest and use the 'Kkum Miso' established throughout the region."

Dongdaemun-gu (Mayor Yoo Deok-yeol) is promoting the 'Green Parking Project' to alleviate parking difficulties in residential areas and improve the living environment.

Started in 2004, the 'Green Parking Project' creates parking lots by demolishing fences and gates on detached houses, neighborhood living facilities, apartments, small plots, and vacant lots, improving the residential environment. It contributes to alleviating parking difficulties by securing parking lots in a short period with a small budget, showing high satisfaction and utilization rates.

Until last year, the district created 1,662 parking spaces (net increase) at 672 locations in the area. This year, it plans to create more than 67 parking spaces at 11 project sites.

For participation, detached houses and neighborhood living facilities receive 9 million KRW per parking space and 1.5 million KRW for each additional space, with a maximum support of 28 million KRW.

For apartments, up to 700,000 KRW per space and up to 50 million KRW per complex can be supported when converting auxiliary or welfare facilities into parking lots.

For small plots and vacant lots, 2.4 million KRW per space (1.2 million KRW per space if exceeding 20 spaces) is supported, with benefits such as exemption from operating income or property tax on the condition of land use for more than one year.

The district also supports IoT sensor installation for houses creating new or existing Green Parking lots to promote shared parking lot creation for a harmonious parking culture with neighbors. Up to 300,000 KRW per space for IoT sensor installation is supported, and usage fees, periods, and revenue sharing ratios for shared parking spaces are decided through consultation with owners.

Meanwhile, to prevent intentional misuse, the district plans to conduct a survey on parking lots created within the last five years and strengthen management by installing security windows and low fences with side openings to protect privacy and manage parking lots upon owners' requests.

A district official said, "We will continue the Green Parking Project this year to alleviate parking difficulties and improve the residential environment," adding, "As this project shows high satisfaction and utilization rates, we ask for the interest and participation of many residents to further activate it."

Jongno-gu is implementing the '2022 Sewage Odor Reduction Project' from March to November this year to resolve residents' complaints and create a pleasant local community.

The project target area was set as the Dongmyo Park area (49 Nangye-ro 29-gil), which was rated grade 3 or higher in odor through a prior sewage facility investigation.

Dongmyo Market and other places nearby attract many visitors, including tourists, and the area has been a frequent source of odor complaints.

Accordingly, Jongno-gu plans to install odor reduction facilities in manholes, rainwater inlets, and sewage pipes in the area, along with installing reduction devices in septic tanks.

First, the district will closely review the site with related organizations such as the Waterworks Office and install 'spray odor reduction devices' that effectively remove sewage odors, 'drop height reduction facilities' that suppress odor substance emissions, and 'inverts' that guide wastewater flow. Additionally, an air supply device for septic tanks will be created to eliminate the root cause of odor generation.

Once all installations are completed, continuous monitoring will be conducted to analyze efficiency and manage effectively.

Jongno-gu is also working to resolve odor complaints in other areas, such as conducting high-pressure water cleaning of sewage at least once a month in restaurant-dense areas, traditional markets, and residential areas. It also investigates areas with frequent complaints to identify problems like poor slopes or grease deposits and improve pipelines.

Last year, the district promoted the 'Inner Four Gates Urban Landmark Sewage Odor Reduction Project' by installing spray odor reduction devices and manhole deodorants in areas such as Gwanghwamun, Sejong Village, Daehangno, and Bukchon to solve odor problems caused by aging and damaged sewage facilities.
