Selected as an Excellent Case for Improving Civil Petition Systems Such as 'Senior Driver License Surrender'


[Asia Economy Reporter Jo In-kyung] This year, the civil complaint service that identified and improved inconveniences in the daily lives of citizens and gained public sympathy awarded the grand prize to the National Police Agency's 'Eoreushin, return your license at the community center and receive a transportation card at the same time.'


The Ministry of the Interior and Safety held the '2020 Civil Complaint System Improvement Best Practice Competition' on the 24th and selected and announced 10 outstanding cases.


This year marks the 10th edition of the competition, and the winning entries were chosen from 156 improvement cases submitted by central government agencies, local governments, education offices, and public institutions through expert evaluations and public online voting.


The grand prize (Presidential Award) winner, the National Police Agency's 'Eoreushin, return your license at the community center and receive a transportation card at the same time,' established an integrated service that allows elderly drivers to voluntarily return their driver's licenses and apply for incentives such as transportation cards at their nearby eup/myeon/dong community centers, resolving mobility inconveniences. The processing time, which previously took up to 40 days, was also significantly improved to same-day service, earning high praise.


The gold prize (Presidential Award) was awarded to the Human Resources Development Service of Korea for 'My Qualification Information On-Tact: Easy! Fast! Convenient!' The HRD Korea improved the qualification information service, which was only available on Q-Net (National Qualification Exam Portal), to be accessible on Government24 as well. Additionally, instead of companies applying in writing to verify the authenticity of required certificates during recruitment, verification can now be done directly on Q-Net and Government24, reducing the processing time from up to 10 days to within 30 minutes.


Other winners of the silver prize (Prime Minister's Award) included three cases: ▲a case from Hoengseong-gun, Gangwon-do, which improved the civil complaint application process so that personal information and address do not need to be entered if an ID card is presented ▲a case from the Ministry of Food and Drug Safety that shortened the clinical trial approval period to support the development of COVID-19 treatments ▲a case from Jeollanam-do that improved fire safety by attaching a bedside patient presence indicator board to enable rapid rescue in case of fire.


Han Chang-seop, Director of the Government Innovation Organization Office at the Ministry of the Interior and Safety, said, "We will continue to discover and promote practical civil complaint system improvement cases so that citizens can feel government innovation in their daily lives."
