However, the province stated that recently incorrect information about the Gyeonggi-do type disaster basic income has been circulating online, and it is necessary to correct this by distributing a press release addressing the distorted content.
According to the materials distributed that day, false information about the eligibility for disaster basic income was the most prevalent.
The province explained, "Disaster basic income is provided to anyone who has their resident registration address in Gyeonggi-do from before 24:00 on March 23, 2020, until the application date, regardless of age, income, or property." However, those who moved to or from other cities or provinces between the reference date and the application date are not eligible.
Additionally, "For offline applications for prepaid cards, it is not possible to apply at the Nonghyup Cooperative (Chukhyup), and prepaid card applications can be made from the 20th of this month until July 31 at the administrative welfare centers of the applicant’s resident address (eup, myeon, dong) and Nonghyup branches within the applicant’s city or county." For example, if the resident registration address is 'Godeung-dong, Paldal-gu, Suwon-si,' applications can be made at the Godeung-dong administrative welfare center and Nonghyup branches within Suwon-si.
Furthermore, "The age criterion for applying through a legal representative is not 14 years old but minors under 19 years old, and exceptionally, households composed only of minors can apply directly by the minors themselves," the province conveyed.
When applying for prepaid cards by proxy, consent to provide personal information and a power of attorney are included in the application form, so separate power of attorney documents or seal certificates are not required.
In particular, "The disaster basic income aims to boost sales of local small and medium-sized businesses and revitalize the local economy, and to prevent concentration in specific commercial districts, it can only be used within the city or county of the resident registration address." It can be used at all stores that accept general IC card payments, excluding businesses with annual sales over 1 billion KRW, department stores, large supermarkets, corporate supermarkets, entertainment businesses, gambling establishments, and franchise direct stores," the explanation added.
The province also stated, "Since local governments do not have tax authority, it is impossible for Gyeonggi-do to collect more taxes by implementing the disaster basic income. Among the disaster basic income funds, the only actual debt is the regional development fund loan (700 billion KRW), which is planned to be repaid over 5 years with a 3-year grace period in equal installments." According to the province, this level is within the usual scope of local government financial management.
