Emerging as a Key Hub in Southwestern Seoul
Geumcheon-gu, Seoul (District Mayor Yoo Sung-hoon) has officially launched the complex development project for the Air Force base site in Doksan-dong. On March 4, the district announced that it had prepared a basic plan to establish a 'Live-Work-Play Compact City' after discussions with relevant agencies and collecting input from residents and experts.

The basic plan consists of four main objectives. By designating the area as an Urban Innovation Zone, the district aims to supply high-quality, for-sale housing focused on accommodating a diverse range of residents-including young people, families, and seniors. Additionally, the plan envisions fostering a new economic hub by establishing an AI and ICT advanced industry cluster connected to G-Valley.
The development will also secure ample green space within the site to create a pleasant, green ecological urban center. Through the modernization of military facilities, a new urban-style military unit will be built to improve working conditions for service members.
The project is gaining momentum. This is due to the inclusion of the site in the Ministry of Land, Infrastructure and Transport's plan, announced in January, to expand and expedite urban housing supply-a move that is expected to streamline administrative procedures such as exemption from preliminary feasibility studies. Geumcheon-gu plans to continue working closely with relevant agencies, including the Seoul Metropolitan Government, the Ministry of Economy and Finance, and the Ministry of National Defense, to further shorten the project timeline.
The 125,000-square-meter Air Force base site was designated in July of last year as a leading project site for the Ministry of Land's Spatial Innovation Zone, transforming it into a "white zone" without restrictions on land use or floor area ratio. As this is state-owned land, it can be developed through private sector cooperation without the need for separate national funding, which is a significant advantage. The site is also ideally located, with G-Valley-the nation's leading cluster of knowledge industry centers-nearby, and is well-suited for small and medium-sized enterprises specializing in AI technology demonstration.
Yoo Sung-hoon, Mayor of Geumcheon-gu, stated, "We will transform one of the few remaining large-scale development sites in Seoul into a key economic hub for the southwestern part of the city through complex development," and added, "By minimizing the project period, we will quickly realize the Geumcheon-style Live-Work-Play model, where residential, work, and cultural spaces coexist."
