Expectations for Preventing Disputes, Protecting Residents' Rights, and Safeguarding Employees
Hapcheon County in South Gyeongsang Province has launched the "Comprehensive Civil Service Call Recording and Recommended Call Duration Operation" to provide reliable administrative services by accurately recording civil service interactions, thus preventing disputes and protecting the rights and interests of both public officials and civil petitioners.
This measure was implemented in accordance with the revision of the Enforcement Decree of the Civil Petition Handling Act. It aims to protect public officials from verbal abuse, profanity, and unreasonable demands that may arise during the handling of civil petitions, while ensuring objectivity and accuracy in the process.
The operation covers all administrative phone lines of the main office, affiliated institutions, and all towns and townships (eup and myeon) of Hapcheon County. Only incoming external civil petition calls are subject to automatic comprehensive recording from the beginning to the end of the call.
In addition, to reduce work delays and employee fatigue caused by lengthy calls, the recommended call duration for civil petitions has been set at 15 minutes. If a call exceeds 15 minutes, a warning will be issued to notify of the impending call termination, and if it reaches 20 minutes, the call will be automatically disconnected.
Kim Yuncheol, Mayor of Hapcheon County, stated, "We expect that the implementation of this system will enhance transparency and fairness in the civil petition response process and provide practical support for protecting both civil petitioners and employees. We ask for your understanding and cooperation from all county residents."
