Enactment of the Seoul Quantum Industry Promotion Support Ordinance
The Seoul Metropolitan Government is fully launching an industrial development system centered on quantum technology. By linking quantum technology with key industries such as artificial intelligence (AI), bio, and finance, the city aims to turn Seoul into a global quantum industry hub.
On the 25th, the 4th Seoul Quantum Platform Forum was held at SETEC under the theme of "Quantum Transformation (QX)." The event was organized to share the progress of Seoul’s quantum industry promotion policies and future strategies.
At the forum, experts from industry, academia, and research institutes discussed the latest trends in quantum technology, the potential for convergence with the AI, bio, and financial industries, and future strategies for Seoul’s quantum industry.
Following a keynote speech by Roberto Mauro, Head of the Korea office of Pasqal, France’s leading quantum computing company, presentations were given by Lee Jungu, CEO of Qnova, Kim Junhwan, Head of the AX Digital Division at Shinhan Financial Group, and Jung Jaeho, Director of the Institute of Convergence Science and Technology at Yonsei University.
The Seoul Metropolitan Government is accelerating the development of quantum technology as a core strategic technology that will determine future industrial competitiveness. Through a quantum transformation strategy that connects technological change to structural transformation across industries, the city plans to pursue both the creation of new future industries and the strengthening of industrial competitiveness. To this end, it is implementing a comprehensive development policy with key pillars including the establishment of quantum industry infrastructure, training of professionals, support for research and development (R&D) and technology commercialization, and reinforcement of cooperation networks among industry, academia, and research institutes.
Based on the Seoul Metropolitan Government Ordinance on Support for Quantum Industry Promotion enacted last year, the city also plans to establish the Seoul Quantum Technology Industry Mid- to Long-Term Development Strategy, which will set the policy direction for the next five years and provide a systematic foundation for industrial development.
The Hongneung R&D Support Center (tentative name), scheduled to open in June next year, and the Yangjae Seoul Quantum Hub (tentative name), targeted for opening in 2030, will serve as key bases leading the creation of new industries based on quantum technology. To cultivate talent as a core foundation supporting the industrial ecosystem, the city has also been operating the Seoul Quantum Campus since 2024. It is the nation’s first specialized quantum commercialization education program aimed at training professionals for business development based on quantum technology.
The city is also supporting R&D projects in quantum computing, quantum cryptography communication, and quantum sensing for small and medium-sized enterprises based in Seoul and for industry-academia-research consortia, with funding of up to 200 million won per project. Through this support, QSIMPLUS, which developed interconnection technology for quantum cryptography communication equipment, received a CES 2024 Innovation Award, while Digital Netset, which is developing security technology based on post-quantum cryptography, has entered the Indonesian public security market. Optiq Labs filed a patent in January this year for the development of a highly stable laser module, a core technology for ion-trap quantum computers.
Lee Suyeon, policy chief of the Seoul Metropolitan Government’s Economic Policy Office, said, "Seoul is the optimal location for the industrialization of quantum technology in connection with key industries such as AI, bio, and finance, as it is home to the nation’s quantum research workforce and major universities and companies," adding, "We will continue to provide policy support so that Seoul can leap forward as a Global Quantum Hub through infrastructure development, talent cultivation, and cross-industry convergence."
