7,534 civil complaints handled since operations began in March last year
Dongjak District in Seoul (Mayor Park Ilha) has opened an additional “Villa Management Center” in Daebang-dong to improve the residential environment of villas and multi-family housing, speeding up the expansion of related services.

The Villa Management Center is a program that deploys professional management personnel in areas with a high concentration of small multi-unit housing to support the handling of everyday civil complaints such as cleaning, parking, and safety patrols, as well as the application for and management of RFID-based volume-rate waste systems and the maintenance of common-area facilities. Its goal is to substantially improve the residential environment of villas and multi-family housing, which are relatively easily neglected under the existing apartment-centered management system.
The district has been gradually expanding the program, opening its first center in Sadang 1-dong in March last year, followed by the second in Sangdo 3-dong in July and the third in Sangdo 4-dong in August.
The operational results are also visible. As of 2025, a total of 7,534 civil complaints had been handled, and issues directly linked to residents’ daily lives, such as replacing outdated lighting in common areas and trimming hazardous trees on private land, were resolved, earning the program praise for enhancing both safety and convenience.
These achievements have also drawn attention from other local governments. Officials from several municipalities, including Gimhae in South Gyeongsang Province and Ganghwa County in Incheon, have visited the sites in person to examine the operating system and complaint-handling procedures, reflecting growing nationwide interest.
The fourth center, which opened in Daebang-dong on the 9th, has been set up inside the civil affairs office of the community service center and operates on weekdays from 8 a.m. to 7 p.m. Along with creating office space, the district has completed preparations such as deploying electric vehicles for on-site dispatch and providing prior training for villa managers, and plans to focus on delivering high-quality services. It also plans to gather feedback through communication with residents, incorporate improvement measures, and eventually expand the program to all neighborhoods in the district.
