Donghae City in Gangwon Province and the Donghae Yeoseong Saero Ilhagi Center (hereinafter referred to as the Donghae Saeil Center) announced on the 24th that, in 2026, they will link and promote a "Vocational Education and Training Program" and the "Saeil Women Internship Program" to support stable re-employment and job creation for women with career experience, women with career breaks, and married immigrant women.

This initiative is a full-cycle employment support system that connects vocational education and training focused on future high-potential occupations, on-site internships, and job placement. Its goal is to facilitate women's re-entry into the labor market while simultaneously helping local companies alleviate workforce shortages.


The vocational education and training program is a practice-oriented, employment-linked curriculum consisting of a total of four courses, with 20 participants per course, training 80 people in total. Reflecting local industry demand and broader social trends, the courses will be offered as: AI-based Marketing Specialist, Early Childhood and Senior Education Specialist, Accounting and Bookkeeping Clerk, and AI-based Social Welfare Administration Practitioner Training Course.


Tuition and practical training fees are fully covered, and a participation incentive allowance of up to 400,000 won will be provided. After completing the training, participants will receive one-on-one customized employment counseling, job placement linked with companies, connection to the Saeil Women Internship Program, and follow-up services, all offered as a one-stop employment support service.


The "Saeil Women Internship Program" links companies that need to hire female workers with women who are willing to work, supports them to work as interns for three months, and then assists with conversion to regular employment. In 2026, the program plans to recruit a total of 15 participants.


Participating companies will receive an employment support subsidy of 800,000 won per month for three months for each intern. In addition, if they convert the intern to a regular position and maintain employment for at least six months and at least 12 months, respectively, they will receive an additional Saeil Employment Incentive of 800,000 won at each milestone. Eligible companies are those with at least 5 and fewer than 1,000 regular employees and with no disqualifying reasons under relevant laws and regulations.


Female participants in the internship will also receive an incentive of 600,000 won if they remain employed for at least six months after the internship ends. Women wishing to participate must be registered as job seekers with the Donghae Saeil Center.


The vocational education and training program will be operated sequentially by course from March through November, and participants will be selected through document screening, counseling, and interviews. Job-seeking and recruitment counseling, as well as applications for participation in the training and internship programs, are available on weekdays from 10:00 a.m. to 5:00 p.m. by phone or in-person consultation.


Kim Mikyung, head of the Family Division, said, "By linking vocational education with the internship program, we have strengthened the support system so that women can move on to actual employment after completing their training," adding, "We will continue to work to expand women's participation in economic activities and to create local, customized jobs."


Through this initiative, Donghae City plans to prevent career breaks among women, expand re-employment opportunities, help resolve labor shortages at local companies, and promote revitalization of the local economy.
