Recognition for Advanced Administrative Innovation,
Including AI Care and Jeonse Fraud Prevention
Gwanak-gu in Seoul (District Mayor Park Junhee) announced on the 25th that it has ranked first nationwide for the second consecutive year in the autonomous district category of the “Local Government Innovation Evaluation” hosted by the Ministry of the Interior and Safety.
The Local Government Innovation Evaluation is conducted annually for 243 local governments nationwide, combining expert evaluations and public perception surveys across 10 indicators in 3 areas: innovation capacity, innovation performance, and autonomous indicators.
Gwanak-gu (center, Park Junhee, district mayor) ranked first nationwide in the autonomous district category of the local government innovation evaluation led by the Ministry of the Interior and Safety. Provided by Gwanak-gu.
Gwanak-gu received favorable reviews across the major indicators and earned an “excellent” grade in a total of eight indicators. In particular, its resident participation-based administration and policies that integrate digital technologies led to high evaluations.
In the area of strengthening resident communication and participation, achievements in improving transportation convenience stood out. By introducing the new “Gwanak 02-2 village bus” route via Nakseongdae Station, the district eased commuting and school congestion around the Sillim Station area, and by operating the “Gang Gamchan Bus,” which circulates among public cultural facilities, it improved infrastructure accessibility for residents in transportation-vulnerable areas, which was also positively received.
In the field of utilizing artificial intelligence (AI) and digital technologies, several initiatives introduced for the first time in the country demonstrated its innovation capacity. Representative examples include the “Jeonse Fraud Prevention Safe Contract,” which allows tenants to check important contract precautions via QR code; the “Children’s Drawing Psychological Test,” in which AI analyzes children’s drawings; the “Real-Time Missing Children Tracking and Control Service” linked to closed-circuit (CC) TV; and the “Smart Home-Visit Medication Management Service,” which combines AI-based drug analysis with in-person consultations by pharmacists.
Leveraging the local characteristic that single-person households account for 62.7% of all households, the district’s “Small Single-Person Household Support Centers,” installed at all 21 community service centers, were also recognized as a flagship innovation project. These centers provide education, leisure, culture, small-group activities, and health services in a one-stop manner and are operated through public-private cooperation.
