Chuncheon City in Gangwon Province (Mayor Yook Donghan) has begun formulating a full-fledged national funding strategy with the goal of securing 650 billion won in the 2027 central government budget.

On the 23rd, Mayor Yook Donghan of Chuncheon held the "2027 Government Budget Securing Strategy Briefing" in the multipurpose conference room at City Hall. The briefing was convened to discuss strategies for securing national funds that align with government policies and the city’s policy direction, and to comprehensively review the current status, trends, and issues ahead of promoting projects such as competitive public offerings.


The city has set its 2027 government budget target at 650 billion won, an 8% increase from the 607 billion won secured for 2026. Through this, it plans to simultaneously support future growth engines such as AI and bioindustries, as well as regional balance and livelihood stability.


With the central government having allocated 210 trillion won for its 2026-2030 fiscal investment plan, and signaling large-scale investments in becoming one of the world’s top three AI powers, an industrial renaissance, responses to the climate crisis, and welfare, demographics, and balanced growth, the city intends to proactively link its projects with national policy tasks to maximize competitiveness in securing national funds. The city also plans to combine selective participation in competitive public offerings with systematic management of ongoing projects.


At the same time, the briefing focused on reviewing the implementation status of 48 candidate projects for inclusion in the 2027 government budget. Major new and core projects included the establishment of energy self-sufficiency infrastructure, the creation of the G-FAST Center (Gangwon Fabless Support Center), the development of a regional hub startup city, and the promotion of commercialization in AI and biohealth, all forming the foundation of advanced industries and the startup ecosystem.


In the culture and smart city sectors, discussions covered projects to strengthen stay-type tourism infrastructure, such as fostering the Chuncheon Mime Festival as a global festival and building tourism infrastructure around Soyanggang Dam, as well as projects to enhance urban competitiveness and transportation infrastructure, including urban regeneration in Gangchon-ri, construction of Soyang Bridge No. 8, and operation of an autonomous driving vehicle pilot zone.


In the welfare, health, environment, and lifelong education sectors, the project list included the construction of a Southeast Region Integrated Welfare Center, infrastructure support for a senior employment community project group, maintenance of circular landfill facilities, advancement of systems promoting the reuse of multi-use containers, and improvement of aging water and sewage systems. Operation of a lifelong learning city for persons with disabilities, support for adult literacy education, and extension of public library opening hours were also reported.


In addition, Chuncheon City reviewed its performance in securing the 2026 government budget. The city achieved a total of 607 billion won in central government funding for 2026, and cited its "One-Team" response across departments and timely engagement at the National Assembly stage amid intensifying competition among local governments as key success factors.


Starting from this briefing, the city plans to further solidify its cooperation system with local National Assembly members and to frequently visit central government ministries and agencies, including the Office for Government Policy Coordination and budget-related departments, to actively explain the feasibility and necessity of its projects.

Taking today’s briefing as a starting point, do not rest on past achievements, but instead develop differentiated logic and competitiveness unique to Chuncheon that central ministries can agree with, and make sure to achieve the target of 650 billion won."
