Representative Jo Incheol Named "Best User of the National Assembly Library" for Second Consecutive Year

Representative Jo Incheol Named "Best User of the National Assembly Library" for Second Consecutive Year Cho Incheol received the National Assembly Library's Best Lawmaker Award for Library Use for the second consecutive year. Provided by the office of Cho Incheol.

Representative Jo Incheol of the Democratic Party of Korea (Gwangju Seo-gu Gap) has received the National Assembly Library's Best Member Award for library use again this year, following last year.


The National Assembly Library evaluates members of the National Assembly each year in four categories based on their use of the library: visits to the library, use of parliamentary and legal information replies, borrowing of monographs, and use of the electronic library. It then presents awards to the best-performing members. Representative Jo was selected as the member who made the most active use throughout 2025 of the National Assembly Electronic Library's AI-based document summarization service and its vast academic databases.


This award follows Representative Jo's recognition last year in the "monograph borrowing" category, marking his second consecutive year of receiving the honor. It is being evaluated as evidence that he has consistently put into practice a "legislative activity of studying and conducting research."


Representative Jo's use of the National Assembly Library has led to innovative legislative achievements.


Last month, he introduced the world's first fully implemented Basic Act on Artificial Intelligence as his first bill, and within the National Assembly's Science, ICT, Broadcasting, and Communications Committee, he has been carrying out various legislative activities aimed at promoting network stability and user convenience against global platform companies.


In particular, he is known for actively using a wide range of materials from the National Assembly Library and research on overseas cases to strengthen law enforcement capabilities against global big tech companies and to ensure the effectiveness of regulations.


Representative Jo stated, "The vast data and academic resources accumulated in the National Assembly Library are a great help in the work of revising laws," adding, "Based on thorough policy research, I will continue to prepare meticulously for the AI era and help lead the Republic of Korea to a higher level of advancement."
