First Move: Visit to the "President Kim Daejung Residence Memorial Hall"

Min Kyungseon, former president of Gyeonggi Transportation Corporation, visited the Goyang City Election Commission on the 23rd to complete her registration as a preliminary candidate for Goyang mayor in the 9th nationwide simultaneous local elections, and has begun her full-fledged election campaign.

As her first official engagement after registering as a candidate, preliminary candidate Min visited the "President Kim Daejung Residence Memorial Hall" in Goyang City to reflect on the roots and spirit of the Democratic Party.


As her first statement upon declaring her candidacy, preliminary candidate Min leveled sharp criticism at the current Goyang city administration. She declared, "Goyang City today is a city where administration comes before citizens, a city government turned upside down," adding, "I will restore it to a normal city where citizens are the true owners."


In particular, she pointed to Goyang’s long-standing and unresolved issues such as "the relocation of Goyang City Hall and the failure to attract a free economic zone," and remarked, "Policies pushed forward without citizens' consent and empathy have ultimately left only conflict and distrust." She went on to stress, "A city cannot develop if the administration rules over its citizens," and argued, "The standard for policy should not be development itself, but the lives of citizens."


For "an administration directly connected to citizens," she proposed: regular live broadcasts of major executive meetings; the establishment of a direct mobile phone civil-complaint system for the mayor; transparent disclosure of policy decision-making processes; and the institutionalization of citizen participation in policy.


Preliminary candidate Min emphasized, "I will create a city where citizens can speak to the mayor at any time, and where the mayor is obliged to respond," adding, "Like President Lee Jaemyung, I will seek answers in the field, and once decisions are made, I will push ahead without hesitation and repay citizens with tangible results."


Defining this election as "an election to change the way the city is run," preliminary candidate Min pledged a citizen-sovereignty city administration, saying, "This will not simply be about replacing one mayor, but the beginning of a transition to a structure in which citizens become the true owners of the city."


Preliminary candidate Min plans to sequentially announce her signature core policies under the banners of "transportation innovation," "building a city of culture and arts," "revitalizing the everyday economy," and "establishing integrated care."


Preliminary candidate Min Kyungseon served three consecutive terms as a Gyeonggi Provincial Council member in the 8th, 9th, and 10th councils, later served as president of Gyeonggi Transportation Corporation, and is currently vice chair of the Policy Committee of the Democratic Party of Korea.
