Chuncheon City Launches On-Site Safety Platform Driven by Public Officials
An Innovative Model Combining Private Platforms with Zero System Development Cost
Shift from a 7?14 Day Processing Structure to Immediate On-Site Response
Chuncheon City in Gangwon Province (Mayor Yuk Donghan) is launching full-scale operations of its on-site safety platform "S.O.S Chuncheon," which shifts away from an administrative approach that waits for citizens to experience inconvenience and file reports, and instead enables public officials to proactively detect risk factors in the field and take immediate action.
"S.O.S Chuncheon (Smart, On-site, Safety)" is a system in which public officials themselves continuously identify risk factors in citizens' living spaces and address them on the spot. By using smart devices on-site to immediately register and handle risk factors, the system is designed to protect citizens' safety. After a pilot run this month, it will be fully implemented starting in March.
The core of this platform is "preemptive detection and immediate action." Under the existing Safety Report System, cases were processed only after citizens suffered damage or inconvenience and filed a report, which then went through receipt, classification, assignment, and approval. This structure meant that processing alone took 7 to 14 days, and more than 20 days if extended.
In contrast, with "S.O.S Chuncheon," when public officials discover risk factors in public facilities during business trips, commuting, or on-site inspections-such as potholes, damaged paving blocks, broken exercise equipment, or malfunctioning streetlights-they immediately register them via mobile, and the responsible department promptly takes action in the field.
Another feature of "S.O.S Chuncheon" is that it operates without developing a separate system. Instead of building its own system, which normally costs more than 50 million won, the city combined private platforms such as KakaoTalk Open Chat and Google collaboration tools to secure both accessibility and management efficiency. Once photos and location information are entered, the status of receipt and processing is shared in real time with the responsible departments, and separate official document reporting procedures are omitted to minimize administrative workload. The completion of repairs can also be checked by all employees through a single link.
Through the introduction of this platform, the city is focusing not only on shortening processing times but also on "prevention in advance." It plans to compensate for the safety blind spots in daily life that arose from the limitations of regular inspections by establishing a system for continuous identification, and to remove in advance risk factors that could lead to accidents.
In this regard, Chuncheon City launched a pilot operation on the 9th for senior officials, including bureau and department heads, and on the 23rd held user training for all employees in the main auditorium of City Hall, thereby fully initiating the platform’s implementation.
To promote active use of the platform, at the end of the year the city plans to select "S.O.S King & Queen" and present the mayor’s commendation and Chuncheon Love Gift Certificates to outstanding participants. In addition, it will pay important duty allowances to staff in charge of undesirable tasks such as on-site maintenance, and grant performance bonus points to outstanding departments, thereby encouraging voluntary participation and responsible administration. At the same time, it plans to map the locations of reports to analyze chronic high-risk areas, and use data on repeatedly damaged facilities as a basis for budget allocation.
Mayor Yuk Donghan of Chuncheon City said, "This platform, which replaces complicated official documents and reporting procedures with a single photo, is an innovative model that improves administrative efficiency and reduces safety blind spots for citizens," adding, "With the awareness that every employee is an owner of the community, we will build 'Chuncheon, a happy city where citizens feel safe.'"
