Goryeong County in North Gyeongsang Province announced that it has established the "2026 Proactive Administration Action Plan" to firmly embed a culture of active work within the public sector, generate tangible results, and realize residents' happiness, and that it will now begin full implementation.
This plan is structured around three core strategies: a drastic enhancement of performance-based reward systems, activation of systems to protect public officials who engage in proactive administration, and the realization of resident-participatory, experience-based administration. To this end, the county will expand the selection of outstanding public officials and promote systems such as proactive administration mileage, pre-consulting, and immunity protection officers.
Goryeong County will simplify the existing complicated selection procedures and increase the number of selections for outstanding public officials from once a year to twice a year, while also expanding the total number selected to around 40 officials. In particular, it will provide substantial incentives to those selected by granting them the highest performance bonus grade (S grade) and awarding prize money, thereby strengthening practical rewards.
In addition, starting this year, the county will expand the "Proactive Administration Mileage" system, which received a strong positive response during last year's trial run, to operate year-round. By meticulously rewarding not only major achievements but also small, everyday accomplishments, the county plans to spread a culture of proactive administration throughout the public sector.
To create an environment in which public officials can take creative initiatives without the burden of audits, the county will activate the pre-consulting and immunity protection officer systems, thereby supporting staff so they can work proactively with peace of mind.
Furthermore, when selecting outstanding public officials, the county will strengthen resident recommendations to provide administrative services that residents can truly feel, while at the same time taking strict measures against passive administration, such as complacency or neglect of duties, in order to establish a disciplined public service culture where officials work with a strong sense of responsibility.
Goryeong County stated, "A public service culture in which people work proactively will become the driving force that changes residents' lives," adding, "We will firmly build a virtuous cycle in which small changes by public officials are returned as great happiness for our residents."
