Two Institutions to Be Selected
Guri City in Gyeonggi Province (Mayor Baek Kyunghyun) announced that it will accept applications for the Borderline Intellectual Function Lifelong Learning Support Program contest from February 23 to March 10, in order to promote the independence and social participation of people with borderline intellectual functioning and thereby contribute to improving their quality of life.
People with borderline intellectual functioning are those who do not fall under the category of intellectual disability but, due to insufficient intellectual, cognitive, and learning abilities, experience difficulties in education, daily life, and social adaptation, and therefore require support and protection.
This public contest is a project supported by Gyeonggi Province and Guri City, and will be carried out by an agency exclusively responsible for everything from providing diagnostic tests for individuals suspected of having borderline intellectual functioning to operating customized programs. Two institutions within the city will be selected to run the program.
Eligible applicants are lifelong education institutions, non-profit private organizations, and social welfare corporations that are capable of implementing the lifelong education support project for people with borderline intellectual functioning and have their address (registration) in Guri City. Once finally selected, the project is scheduled to operate from April to November 2026.
Mayor Baek Kyunghyun of Guri City said, "The lifelong education support project for people with borderline intellectual functioning is an important initiative that lays the foundation for an environment of independence by enhancing the emotional stability and self-esteem of those with borderline intellectual functioning who are left in the blind spots of education and welfare," adding, "We look forward to active participation from capable institutions and organizations."
Detailed announcements regarding the 2026 Borderline Intellectual Function Lifelong Learning Program project will be posted on the Guri City Hall website and the Lifelong Learning Portal, and for other inquiries, guidance can be obtained by contacting the Lifelong Learning Team of the Lifelong Learning Division at Guri City Hall.
Meanwhile, Guri City was recognized for the effectiveness of its project when the "School for Growing into an Adult Member of Society" program, operated last year, was selected as an exemplary case in the "2025 Borderline Intellectual Function Lifelong Education Best Practices Contest" hosted by Gyeonggi Province.
