This plan is a 10-year statutory plan being formulated to respond to the decline in rural population and the relatively poor living conditions compared with urban areas.

A total of 139 cities and counties nationwide that have rural areas, including towns (eup) and townships (myeon), are required to establish such plans. The plans set out directions for improving overall living, economic, and residential conditions in rural areas, as well as medium- to long-term development strategies.

Through the forums, the city will explain to local residents the main contents of the basic plan and the direction of its formulation, and will gather opinions from the field. The collected opinions will be reflected in the draft plan to prepare implementation measures tailored to local conditions.

An official from Yangju City said, "We will fully incorporate residents' opinions and gradually clarify the direction for improving settlement conditions and the living environment in rural areas over the next 10 years."
