According to the Korean Central News Agency (KCNA) on the 22nd, Kim's report on the work of the Central Committee continued on the third day of the Party Congress on the 21st, following the previous day.

KCNA reported that in Kim's report on the work of the Central Committee, "a new strategy of struggle that meets the powerful momentum of advance and soaring self-confidence of our state and our people was set forth, and sector-by-sector long-term targets, as well as the tasks and ways for their implementation, were presented."

It also stated that the content of the report on the work of the Central Committee "was permeated with an unshakable will to place all aspects of socialist construction over the next five years firmly on a track of solid achievements and leaps forward," adding that "the delegates expressed their full support." However, no specific details were disclosed.

On this day, two people held discussions in connection with Kim's report on the work of the Central Committee: Foreign Minister Choe Sonhui and Jang Kyongguk, chief secretary of the Sinpho City Committee. Given that Foreign Minister Choe, who is in charge of practical foreign policy affairs, took part as a speaker, it appears that the report addressed major external and security achievements, including the "two hostile states" line, cooperation with Russia, and policy toward the United States.

In addition, it is presumed that the chief secretary of the Sinpho City Party, who participated as the other speaker, emphasized the achievements and challenges of North Korea's key initiative to bridge the urban-rural gap, the "20×10 Regional Development Policy."
