4,014 People Participate, 30.6 Million Won Raised
Used as Scholarships for Local Students
Jungnang District in Seoul (Mayor Ryu Kyunggi) announced on February 19, 2026, that cumulative donations made from local tax refunds had exceeded 30 million won as of the end of December last year.

The local tax refund donation program is a system that allows taxpayers to donate refunds generated from situations such as selling or scrapping a vehicle after paying annual automobile tax in a lump sum, or adjustments to local income tax following corrections to national taxes. Since 2013, the district has been depositing such refunds into the Jungnang Scholarship Fund in order to address the issue of small refund amounts that remain unclaimed for long periods.
A total of 4,014 people have participated so far, raising approximately 30.6 million won, with individual donation amounts ranging from as little as 10 won to as much as 360,000 won. Voluntary participation has continued, with 512 people joining the initiative in the past year alone.
The expansion in participation is backed by the KakaoTalk refund application service introduced in October 2021. The simplified refund process has led to more people choosing to donate. The funds collected in this way are used as scholarships for local students.
Jungnang District is operating a scholarship fund totaling 10.4 billion won. Last year, it provided about 480 million won in scholarships to 752 recipients over two rounds in the first and second half of the year, and to date it has supported a total of 8,318 students with approximately 7.17 billion won.
