Pocheon City in Gyeonggi Province initiated immediate emergency quarantine measures on the 17th after highly pathogenic avian influenza (HPAI) was detected at a laying hen farm in Changsu-myeon.

The farm was finally confirmed on the 17th following a detailed inspection, after a suspected case was reported on the 16th due to an increase in bird mortality.

Immediately after the confirmation, Pocheon City set up control posts around the farm and rigorously managed all vehicles and personnel entering and leaving the area. At the same time, in accordance with the emergency action guidelines for avian influenza, the city moved forward with the culling of 388,721 poultry being raised at the farm. The Animal and Plant Quarantine Agency dispatched a central epidemiological investigation team to the farm to conduct an epidemiological investigation into movement routes and possible contacts.

In addition, movement restrictions have been imposed on poultry farms within the quarantine zone established around the affected farm, while monitoring and disinfection efforts are being strengthened for farms in the protection and surveillance zones. Farms within the quarantine zone will undergo detailed inspections, and separate surveillance will be carried out to closely check for any abnormalities.

Pocheon City has designated dedicated public officials for all laying hen farms within its jurisdiction to continuously check compliance with quarantine guidelines. During the 2025-2026 special quarantine measures period, the city has also focused on preemptive management by installing and operating control posts in densely populated farming complexes and large-scale farms, and by conducting emergency special inspections to prevent AI outbreaks.

In response to this AI outbreak, Pocheon City is further strengthening its quarantine management system, including the additional installation of control posts at farms raising more than 100,000 birds and at farms located within 500 meters of the affected farm in the quarantine management area, and is making every effort to prevent the spread of the disease.

Meanwhile, on the 17th, Pocheon Mayor Baek Younghyeon visited the affected farm in person to inspect the status of quarantine and culling preparations, check for any shortcomings in on-site response, and ordered thorough quarantine measures.
