Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on the 12th that it will implement a "Comprehensive Plan for the Lunar New Year Holiday" to ensure citizen safety and convenience during the 2026 Lunar New Year.

The city has established a comprehensive plan focusing on six key areas: health, welfare, environment, disaster and safety, transportation and transit, and stabilization of the livelihood economy. It will operate a comprehensive situation room for five days from the 14th to the 18th.


During the Lunar New Year holiday, the city will designate medical clinics and pharmacies that will remain open. To operate an emergency medical treatment system in preparation for emergency patients, 174 hospitals and clinics and 375 pharmacies have been designated as institutions to remain in operation during the holiday period. Information on these institutions will be actively promoted through the websites of the city, district offices, and public health centers, as well as through emergency medical applications.


In particular, to respond swiftly to emergency patients and multiple-casualty incidents, emergency medical institutions in the city, including Myongji Hospital, The Jain Hospital, Ilsan Hospital, National Cancer Center, Dongguk University Hospital, Ilsan Gospel Hospital, Ilsan Cha Hospital, and Ilsan Paik Hospital, will maintain a 24-hour emergency medical treatment system.


Information on which medical institutions and pharmacies are open during the Lunar New Year holiday, as well as ambulance dispatch requests, can be quickly obtained through the Goyang City website, public health centers, the Goyang Citizen Call Center, and the Emergency Medical Situation Management Center.


To respond to emergencies during the holiday period, each department will organize a response team and operate a disaster situation room around the clock throughout the holiday. Through disaster and safety situation monitoring and the establishment of contact networks with related agencies, the city will ensure a swift initial response in the event of an emergency.


The city will carry out urgent facility repairs and emergency water supply support in preparation for water supply leaks and water meter damage, and will also operate a 24-hour emergency dispatch system for urgent complaints such as sewer backflow and damage. In addition, to prevent inconvenience in citizen movement due to snowfall, the city will maintain its snow removal measures during the holiday period and have relevant departments on duty starting three hours before any snowfall forecast.


In preparation for high-risk livestock infectious diseases such as ASF, AI, and foot-and-mouth disease, the city will deploy specialized quarantine and disinfection vehicles to disinfect access roads to livestock farms, and will also operate facilities within the Agricultural Technology Center to support disinfection of livestock transport vehicles.


Goyang City will operate a comprehensive traffic situation room during the holiday period to alleviate traffic inconveniences. It will intensively deploy members of the Model Drivers Association to 14 traffic congestion-prone locations such as funeral and burial facilities and traditional markets to manage traffic, while also providing real-time traffic information via roadside electronic display boards.


In addition, to improve parking convenience for homecoming visitors, 108 public parking lots within the city will be operated free of charge from February 14 to 18, and status information will be provided through Gongyu Nuri, the Public Data Portal, and the city website. Temporary on-street parking around traditional markets will also be permitted to help revitalize the local economy and improve convenience for traditional market users.


Meanwhile, from the 15th to the 17th, household waste will not be collected due to the closure of cleaning service companies. Instead, the 14th and 18th during the holiday will be designated as intensive collection days to minimize inconvenience for citizens in disposing of various types of waste.


In addition, the city and each district office will organize cleaning situation teams and mobile teams during the five-day holiday period to conduct frequent patrols in areas where illegal dumping of waste is a concern, carry out intensive collection of illegally dumped waste, and provide prompt cleaning administration services. Special inspections and patrols will also be strengthened at major wastewater discharge facilities along rivers to prevent water pollution accidents.


Goyang City will organize a task force for stabilizing prices during the Lunar New Year holiday to conduct price stabilization campaigns, price surveys, and focused management of 16 key holiday items. The city will also carry out campaigns to promote the use of traditional markets to help revitalize the local economy and markets.


Mayor Lee Donghwan of Goyang Special City said, "During the Lunar New Year holiday, we will systematically implement response measures in each sector so that no inconveniences or safety blind spots arise, especially in areas closely related to citizens' daily lives," adding, "We will do our utmost to ensure that all citizens can enjoy a safe and comfortable holiday."
